Are we talking about the film or novel? Because Two Towers (novel) was better where Fellowship (Film) was the better... The whole Rohan-related plot was a mess- they made a real mess of Theoden's personality, wasted lord knows how long with Aragorn's trip down the river, added the elves and left our the Huorns.
