The Breen are being asses, that's true. But the Federation will never ever support simply blanket bombing the worlds into oblivion, since you'd have to do it on every world it's tantamount to genocide.

Don't tell me that in the off chance the Breen succeeded, you wouldn't direct the Cardassians to do the same.

My standing orders, which fits entirely with Breen personality, was to distribute arms and weaponry among the civilian population; man, woman and child alike. They will fight until the last individual Breen is expunged from the face of the Galaxy. Stap could very well veto that and have Breen showing humility, but come on. This is the Breen!
