From what I can understand, that seems unlikely.

Problem is that even without the KHC, the Klingon population is still divided up into its Great Houses, Minor Houses and Families (Clans). You'd still have to convince them to give in. If it were anyone else its totally possible, I just don't see it with the Klingons.
