An Open Transmission to the Breen People

Today the war is over. Your forces fought valiantly in the face of overwhelming odds and none in the galaxy can question their resolve, but the war is over. The last Breen ship was destroyed over your homeworld. Your last starbase is wreckage. Your last shipyard scattered debris. The war is over. Your leadership is trying to convince you to fight on, to make the Cardassians pay in blood. It will not happen. No Cardassian soldier will be forcibly occupying a Breen world. We will not supply the opportunity for racial suicide your leadership so lusts for. The last Cardassian blood has been spilt and gods willing so has the last Breen.

Your leaders look at the future of the Breen and all they see is death. Your cities burning. Your worlds turned to charnel houses. The look at you and your children and they see you dead. Perishing futility to protect their honor. They desire for you to die, for your culture to die, for your species to become extinct. They want to bask in the death glow of your people and wrap your genocide about them like as a cloak of self righteousness.

The Cardassian Union sees a different future. A future where the Breen live on as a distinct people. Where your culture and ways live on. Where your children and your children's children grow and live. We see this future and we make you an offer.

Join us.

Instead of throwing your lives away for the self righteous glory of madmen on Breen who would see your children die and their future expire to satisfy their own twisted honor join us. The Cardassian Union would welcome you. This day I pledge that any Breen world which chooses to join the Union will not be occupied. You will not be forced to compliance with Cardassian culture. Your clan leaders will be free to run your worlds as they see fit. You will see no Cardassian soldiers on your streets. You will be able to live free. For any world that chooses to join the Union there will be no harsh tributes, no reprisals, only the promise of aid to help you recover from this unfortunate war as quickly as possible. You will be free, self determining, and contributing members of the Union with your own representation in the Senate. For those on these worlds who do not wish to join the Union you will be allowed to leave. The Union will make no move to stop you. Those worlds that do join us will do so as full members of the Union with all the rights and responsibilities that entails including protection from reprisals of the insane regime on your homeworld.

The choice we offer is clear. You may continue this futile resistance, watching your loved ones perish for no reason, no cause but the self aggrandizement of madmen on Breen who committed you to this war with reckless disregard for your lives and now ask that you perish so that they may pretend their insanity is yours. Or you may choose life and prosperity for you and your people.

We make this offer now and forever. It will not expire. Join us.

The Jacorn Alliance would like to announce that the currently unclaimed system of 347 will be annexed by the Alliance. We gave time for the Yridian government to make it's claim and are now doing so.

The Federation has ceased combat operations against the Breen. Their government is no longer a threat to any nearby powers and as that is the case our purpose there has ceased. We have no ill wishes for the Breen people as a whole and continue to ask that they surrender if just to allow themselves to be reconstructed rather than simply stranded in the pre-warp era as they now stand. However that is the business of the individual worlds at this point.

As for the legal status of Breen space our position would be that they have no further claim to territorial integrity, as they cannot effectively patrol the space and make it secure against outside threats of even piracy. In our view that is now neutral space everywhere excepting the planets themselves, where all races can travel freely.

The Federation will address the various planetary governments as independent entities, since the leader of the Breen government dissolved their rule of those planets and gave them the freedom to do as they please. As these planets pose little to no threat we see no reason for further military action to be taken against them. If other powers have a dispute with these individual planets then that is their affair, though we must openly say that the Federation would take a dim view towards large-scale bombardment of civilian targets on defenseless worlds, regardless of their continued hostility.

It is our hope that all powers will take note of this as an example of collective security. Nations do not exist simply to be plundered at ones free will. Despite our best hopes we realize that from time to time there will be disputes between nations that come to a point where war is the only option. This is simply reality. However the Federation will continue to take great offense to assaults launched on people without a prior declaration of war and an open attempt to resolve such a conflict with diplomacy. That is little more than highway robbery and it is something that civilized nations cannot tolerate.

The Breen navy has been destroyed but the Breen have vowed to continue to resist. As such the Cardassian Union is not yet willing to normalize relations with the Breen. While we have no intention to invade these worlds neither will we tolerate a resurgence among the Confederation.

Therefore the territory of the former Breen Confederation is considered a territory of Cardassian interest. The Cardassian 1^st Order will be tasked with patrolling the former Breen Confederation, combating piracy, and enforcing a blockade. Cardassian and Federation ships will be allowed unrestricted entry. All other power's ships will notify the Union of their desire to enter Breen space in advance. Their ships will submit to inspection. No military material or material which can be used to rebuild their shipyard capacity will be allowed to be brought into the Confederation's territory. Humanitarian supplies will be allowed. All other trade will still be subject to the pre-war 40% tariff.

This blockade will last until such a time as the Union is satisfied the Breen no longer pose a threat.

Having reviewed the generosity of the previously stated Cardassian offer the Federation is now willing to extend largely the same offer to the various Breen worlds now left leaderless by the collapse of their government.

Any worlds willing to lay down their arms would be granted protectorate status and allowed to reform of the next 15-20 years before determining their own fate through a popular vote of the people. During that time your worlds will be allowed to do as they wish, within the broad framework of Federation laws. At the end of such period your worlds would be allowed to strike off on their own or move towards full membership with the Federation.

**An Address to the Cardassian Union**



Earlier this year our nation was attacked without warning or provocation by the forces of the Breen Confederation. Our valiant soldiers of the First and Second Orders were caught by surprise but fought on valiantly. They drove the Breen off from Kelrabi and made them pay dearly for their victories at Torros and Lissepia.

We struck back though. While the 1st and 2nd Orders with some help from the Federation guarded the Union the 5th and 6th Orders lept forward. While the 6th liberated Torros and Lissepia the 5th Order launched itself into Breen space. At system 89 they found the remainder of the Breen Fleet. In a brilliant engagement the 5th Order destroyed nearly the entirety of forces they encountered. What forces the Breen had left they marshaled around their homeworld.

The 1st and 2nd Orders along with our Federation allies advanced into Breen space, securing a buffer of Breen worlds while the 5th and 6th Orders advanced, bypass most of the Confederation to strike at Breen itself. While the 5th Order and our Federation allies occupied the defenders of Breen the 6th Order infiltrated behind their lines and destroyed their starbase and shipyards. The 5th Order and the Federation then acted as the anvil and the 6th Order the hammer smashing the Breen between them. In this bitter fight the valiant 5th Order held firm, never giving an inch ensuring that the Breen remained ensnared while they were eliminated. The 5th Order paid a steep price for their valor and all ships were lost. Having accomplished their mission the 6th Order gathered survivors and returned to our lines.

With the Battle of Breen the Confederacy was eliminated as a power in space. The Breen no longer possess any shipyards or starbases, their military has been wiped out, their threat to the Union is for the moment silenced.

We find ourselves now in a delicate position. A ground war to secure the Confederation would be long and arduous. We would see many millions of our own dead and spend billions to accomplish it. It would be a hardship that I know we could bear but as your leader I will not force us to it unless we must. Instead diplomacy is the tact we will follow. Rather than invade we will aid them, help them to rebuild their worlds and encourage integration with the Union, adding their strength to our own.

This will be costly, but it will be less costly in both lives and money than an invasion. Cardassia's security is assured, it is time to ensure that our future will be stronger after this war than before it.

This is a great day for the Klingon Empire. For the past 15 years we have been numbed into the realms of mediocrity and insignificance. Our previous chancellor, Co'dan has let our empire be tainted by indecision and decay. The fleet has gone ignored. Our former status as a leader of technology among the universe has collapsed and gone to dust. Our position as one of the premier powers in space is threatened, both by the continued improvement of the Romulan Star Empire, the Cardassian Expansions, and the quickly amassed power of the Tholian Assembly. We have potential enemies or threats growing in all quarters, and we will not allow it to continue!

Following the challenge I made to the Ha'DI'baH that steered our empire into decay, I have emerged as Klingon ruler. The House of Ro'kagh'meh now sits at the head of the high council, with the backing of major houses such as Martok, Mogh, Sir'kah and Norovagh. Ro'kagh'meh will lead the stagnant empire back to glory! In this way, internal policies shall be changed and adjusted. Taxes will rise in order to allow financial expansions, fleet expansions and other financial adjustments. I so far stagnant colonization system will be revamped, and new colonies are planned to begin. Our foreign policies shall change drastically. No longer shall we sit on the side line and let all around us pass. We will be taking an active step in international politics. Rest assured, our fleet will be making its international movements as well.

We will also be making radical changes to our fleet system. The current system, the Klingon defence force, is old and futile. In the spirit of the new empire the Klingon Imperial Guard will be born. Within the next 10 years, all old vessels at our disposal shall be sold or scrapped. A new, rapid build program will begin to increase ship production and make the IG a premier force in space again.

The Klingon Empire will be born out of the ashes of its dying predecessor. Qa'pla!

The Klingon imperial guard will be making drastic removal of all 1st generation warships within the fleet. These vessels are both old and outdated, and as such will be removed from service. We will be looking for prospective scrap contractors. If this is not an option, we will scrap them ourselves.

We are prepared to sell a small number of K'Tinga IIs and a small number of D-14 model Bird of preys. The entirety will not be sold to make sure they are not used as a massed threat against other powers.

The Federation wishes to make it known that a series of Breen worlds have taken up the Federation's offer to become protectorates. Systems 79 80 83 86 and 87 have accordingly been disarmed and the space near them is being administered as Federation space. We will continue to make such an offer to the remaining Breen worlds in hope of bringing a final end to conflict in the region.
