If it will assuage the delicate sensibilities of those who's nations have not been ruthlessly attacked by an outside aggressor without cause or warning then the Cardassian Union will formally and publicly request the aid of the United Federation of Planets in this war.

I would remind those that read this that the Breen launched this attack without cause or provocation. We exchanged words and in return they are currently orbitally bombarding defenseless Cardassian civilians. We signed a treaty in good faith in order to allow our nations to coexist peacefully and in return over two thousand Breen warships invaded Cardassian space before the ink on the treaty was even dry. Your righteous indignation is sorely misplaced. The Breen's actions are not those of a responsible sovereign nation but those of thug and bandits and no civilized society should be able to tolerate it.

As we had said with regard to Lissepia, we have removed all military installations. Civilian targets were not made. Whether or not you take our word is pointless, I havent the time or energy to care about Cardassian faith.

Very well. Since you are determined to bring in others that have no place in this conflict, we will do the same.

We call upon any empire that is willing to make a stand for something they believe in to do so now. This is no longer a simple hatred battle between Breen and Cardassia, this is now a battle of ideals. Will you stand idly at the sidelines and watch the Federation turn to tyranny? Watch the Federation rule this quadrant with an iron fist of coersion, bullying and forced cooperation? I cannot see a time where Federation ideals have been cast so out of the window. The prime directive, that great beautiful document of a civil nation appears to stand for nothing.

We do not expect aid, but we request it anyway. Any empire that wishes to be free of the Federation yoke, stand for your races sovereignty!.

I am more than willing to accept responsibility for my actions. Get it into your spoonheaded skull, the Cardassian populace was not a target. Unless you are deliberately being ignorant, I must conclude you are blind or foolish. As it happens, your "slights" and "words" left our population begging for war. To deny them, no matter the outcome, would have been a disservice. At the latest battle, the largest Breen fleet has been decimated by a hidden Cardassian fleet using stealth technology. We need not elaborate more on this point.

At this time, the survival of the Breen Confederacy seems unlikely. So be it. The Breen people, the remainder of the fleet and our armies will all fight until the last man, last woman and last child. it is a futile fight, but we will die on our feet rather than live on our knees.

The Cardassian Union and United Federation of Planets formally offer these terms of surrender for the Breen Confederation.

1. The Breen Confederation will secede systems 88, 89, and 90 to the Cardassian Union. The Breen Confederation will likewise secede system 80 to the United Federation of Planets. Furthermore the Breen Confederation will secede any colonization claims on system 400.
2. Breen Confederation systems 84, 85, 86, 87, and 79 are to be de-militarized immediately. All starbases will be dismantled, all ground forces disbanded, all ships disallowed from entry.
3. The Breen Confederation fleet is to be downsized to a force sufficient to defend from piracy. This force will amount to no more than 200 ships of no more than 300kt displacement with a combat rating of no more than 500.
4. The Breen Confederation will pay reasonable reparations to the Union in an amount to be determined after an assessment of the post war Breen Confederation economy.
5. Breen Confederation military-industrial capacity is to be reduced to no more than 25,000 tons of ship construction ability per year, so that they are never again a threat.
6. The current Breen Confederation government will be tried as war criminals under the same laws the Dominion leadership was judged.
7. The Breen Confederation is prohibited from developing, purchasing, or deploying any advanced weaponry, cloaking devices, or weapons of mass destruction.
8. In order to ensure compliance the Breen Confederation will allow inspection by joint Cardassian Union and United Federation of Planet inspectors at those powers discretion.
9. Failure to abide by the terms of surrender will constitute a hostile action against both the Cardassian Union and United Federation of Planets and punitive action up to an including a re-engagement of hostilities will be at their discretion.

We strongly suggest that you accept them.
