They look like Phyllis Diller,

It would be, fleets would most be counted in single digits. Everyone has only one Major world, the rest would only count as colonies. The idea being that anyone with any race could become a super power if they play it right.

Me and big have talked about it a few times but it wont be set in stone until this sim ends.
