What are the rules for resources? How do I go about improving refineries and such?

On the bottom of the Resources tab, you can add refineries and mines to systems.
You can also change their percent output.

Same frame as the Promie. I just reduced it to a one piece design and moved the weapons around so none would be covered up by connection points.
