Point of note for you guys but the Breen didn't fire on Cardassia. That was done by the Jem'Hadar troops stationed on the planet.

just a note for everyone,
the tachyon net technology that we see the Enterprise use at the start of the Klingon Civil War to detect any crossings by the Romulans is the same technology deployed along the Federation Border, and the technology is available to all powers.
I will make the same assumption here we did in the Alpha thread, that all powers have sensors along their border to detect stealth crossings. Some are better than others, but all possess this tachyon net ability.

Okay, regarding R&D, there are new rules going into affect: these are for both sims and will be put up in the rules thread soon enough.
There will be two different categories. Research, and Development.
Development is stuff that you already have knowledge of and are just creating. i.e. increasing warp factors, creating armored infantry, etc.
Research is stuff that you do not have a working knowledge base to come from. These would include creating new (well pretty much new anything), etc.
It is up to the GM to classify each R&D project into one category.
Development works as it always has: you get a quote on time and price, you pay that price over that many years and when it's up you have the tech.
Research is different. You will still be quoted a time and a price. the time is what changes, for now we'll call time X. For research every year the GM will roll a number, this number will be between 2/X and X/2. the number will be added to the total for the project and when the number becomes equal to or greater than the quoted number of years that tech will be delivered. This means for a quote of say 8 years, one could get the tech as early as 2 years, or as long as 16 years. (the earliest will always be 2, the longest is the square of half the quoted time). The GM will tell you which project are which category.
You may also pull your funding out of Research projects at any time and return later, without loosing the total sum you have thus accumulated (but you wont accumulate any more 'points' while funding is cut)

No trees were killed in transmission of this message. However, some electrons were mildly inconvenienced.

Wish we could incorporate "legends" or something. You know, that guy like Terret Akeen who was so awsome that he took Cardassia to an interstellar empire, or Zephram Cochrane who made an incredible leap in technology, or those Captains that when present SOMEHOW manage to pull a victory from defeat, like Picard, Sisko, or Martok.
Those "legend" characters could provide an advantage or pose a danger, adding another aspect to a game.

I had thought about that beforehand. Basically in Alpha I was going to handle it like this. If you had a large winning streak in fleet battles or land battles it would after a few wins (3 or so) be attributed to a famous General or Admiral. However in some societies they would also pose a threat. In Breen and Klingon society a highly successful General is likely a threat for taking over. So its a two edged sword.
Since in alpha you all refuse to actually shoot at one another your stars are stuck with little to do but train.

I don't have an issue doing something like this as its not very hard to do or track. But I just want people to know there are two sides to it.
