We removed a threat. The dissidents had great potential to amass a military despite their peaceful claims, and and any military forces would have been buried among the population. The only way to remove those military elements is to burn them out. The population are an unfortunate but necessary casualty.
Our way is extreme but it is effective. The civilian populace knew that they were inviting their doom in opposing us, and we removed that rebellious threat.
I have no issue with controversial actions, if it preserves the sanctity of the Empire. The rebel ideal was an abomination. We have today cleansed that abomination.
We have no need to justify ourselves to anyone. Internal matters are internal. We take no position on the matters of other empires, they are free to submit themselves to the weakness of democracy all they like. We will not interfere with internal politcs. We demand the same to our own empire.

The Sheliak are disgusted by the reprehensible acts of the Tueri. We destroyed planets just previous to your actions and made them uninhabitable, however when we did so, we ensured there was no life on those planets. You took a daring action to "cleanse" your species of dissidents. These actions are not acceptable in any manner to the Sheliak assembly, we refuse to assist or side with any race that will so willingly obliterate an entire planet of people because they COULD be a problem. Obviously you had enough of a military force that any attack they made with whatever military force they may have had would be quickly destroyed without the loss of civilian life, but instead of doing so you decided to completely destroy everything on a harmless planet because you felt like it. There was no provocation, nor any threat, they actively left your empire, and were willing to live on the planet they were given. You had no right, nor reason to commit such an atrocity.

What right have you to deplore our actions when you ow nothing of our ways? When your race once threatened a federation colony with Destruction and were only stopped by a treaty technicallity?

They openly opposed you with words. They had no weapons of which to injure your space. All you had to do was allow them to leave and let them be and there is little they could have done, you could have watched their planet and destroyed any up and coming shipyards as they were built, with the force you attacked them with you could have very well just watched them and destroyed any fleet they sent your way. They had one planet, you have an entire military backing you.
What could they have really done, all you have done is let any dissident know within your government that they will have to hide better, and if there were no longer dissidents within your space then you would have no worry as your entire space would be on your side and thus fight with you rather than against you.

Sanvei Tor was a world that wished to remain in our old ways. Many of our people thought that was their right, their right to do as they wish on their own world. Evidently, Praetor Alak'ai thought different. A fleet of 200 warships, from small destroyers to our highest grade battlecruisers, sought the worlds surrender. As proconsul, I must take my peoples safety as a priority. The Praetor took our world down a route that we cannot go. The military was expanded by an order of magnitude in order to secure the worlds. The Praetor overestimated their loyalty. Today, a contingent of elite troops stormed the Praetors residence under my direction. The monster that we had created is dead, by my own blade. A new dawn rises. It is only a shame that the dawn rises to a purple sky. Sky purple with Turei blood.
With the new government the Turei shall declare all previous alliances, non-aggression treaties and other agreements null and void. We shall also rewire all parties to renegotiate our trade routes. The only agreement we shall honour is technological delivery to the Breen, and our payments to the FKI. Our agreements with Cardassia also stand.
To out former alliance members, all data regarding your empires has been destroyed either in the battle to take the senate house or by the Praetors loyalists. Your secrets are safe.

The Sheliak Assembly believes that the proconsul made the honorable decision, although unwanted, it was very warranted and believes that the people will be well off with someone like the proconsul who seems to value life much more than his predecessor. We hope the best to the Turei people.

Our first and last praetor Alak'ai will receive a full state funeral, and we have decided his body shall be deposited upon Sanvei Tor. A fitting memorial for a monsters demise. However, we will allow him absolution for his madness. Power is the true enemy here.
As such I have been designated "first proconsul" and shall lead the senate. We are discussing options of governmental reform, but it is likely that we will ratify our laws to allow a far more moderate senate to form.
We would like nations to make offers for trade potential. this comes as we declare our borders open once again. Any former Turei citizen is granted automatic citizenship based on their old papers should they wish to return. We will also be lenient toward outside races entering the empire. As long as they board government sanctioned transport vessels we will allow their entrance.

It wasn't long ago that the Federation's interphase cloaking devise was compared to a weapon of mass destruction by the Breen, a characteristic statement they and their allies have been pushing since the first Federation ship was equipped with such a device. This devise is not a weapon, and the Federation does not wish for it to be seen as such. There has been great amounts of paranoia occasionally by different powers about the Federation and it's activities with the phase cloak, and today this stops.
The Federation has acquired a device constructed by the KFI to detect an interphase cloaking device, similar to the tachyon nets the Federation developed to detect regular cloaking devices. The Federation wishes to remove the interphase cloak from the relm of weapon, and put the minds of all people of the quadrant at ease; therefore, we will be giving the phase-cloak detector away to any and all powers that wish to have the technology.

How does this do anything to alleviate the fear of the interphase cloak. This allows us to recognize it's existence and do nothing about it. We recognize fully how something can be construed as a weapon regardless of it's intent. And we would like to argue that the device can no longer be used as one. Just the knowledge of a ship being phase cloaked does not mean that the ship equipped with it can no longer use it as a weapon. That said we do not believe the Federation would use it as a weapon, and also would be very happy to have this technology so as to quell any fears within our military, but the federation cannot claim that a phase cloak cannot be used as a weapon until a device is developed to disallow the use of it. Until then it has just as much potential as a weapon with or without knowledge of it's presence.
