For what its worth, I've got an entire Order (fleet) dedicated as "Roving Cardassian Patrols", as well as different Orders stationed at different planets.
They say that in the Army,
the women are mighty fine.
They look like Phyllis Diller,
and walk like Frankenstein.

Having fleets named orders is actually a really great way of being in character.

Remember, the more detailed your orders the better off you are. As to protecting your space, border fleets protect which ever border they are assigned to. With policing, I just have my home fleet doing that though pirates don't seem to bother the Klingon Empire much for whatever reason.

Other races would give them a chance to run or explain themselves.

Klingon ships would just...burn them.

Yeah, it can be helpful being a race like the Klingons seeing how I've killed eight billion people since the sim started... :lol:

Tyyr it works like this: (and it would probably help the rest of you too be it in my or in BIG's game)

Border fleets are assumed to be doing routine patrols along the border, BUT you do need to devide them into task forces and assign them to a particular planet in a region. this is mostly just to figure response time. While that Task force may be spread along the border near that planet, it would still take time for them to fully assemble to take on any force, not to mention if you start bringing other Task Forces back together, so it's just a game mainenance thing.

As for Internal issues....if you have a fleet assigned to domestic poliecing then it'll be taken care of, but if it's just assigned to guard the homeworld then you'll run into issues. So you could make the Homeworld a logistical Base and have it's deployment be: Major Worlds and let me know it's main job is poliecing, and that would take care of the internal issues.
