Yes, it will be destroyed, and as stated before, there was never any intent to distribute this among anyone besides specific factions of our government for testing purposes. All testing will be stopped immediately.

Cardassia has stated from the begining that it is a weapon. And has indeed made note of those continuing to most vigerously argue against investigation and destruction.

As the Tauri so accurately mentioned, Cardassia former government did in fact develop a weapon called a Dreadnaught for use agaist a Maquis colony in the badlands. However, as that government no longer exists it is pointless to discuss.

As for fleets being as destructive as one of these weapons, IF you could manage to find fourty or so starship commanders with ships well armed enough, who would open continous fire on a planet for a length of time, then perhaps. Our Romulan friends will remember our joint venture to the Founders homeworld.

We recognise the Former Cardassian Government as separate from the current. And apologize for inconsistencies.

Unnecessary Ambassador, but you are welcome.

Additionally, as much as I must swallow my pride, I have been instructed to apologize to all powers for any insult or inconsistency on my recollection of history.

Perhaps, it is not a strong point -smiles-

*Transmission from the Restored Tueri Assembly*

We begin this transmission with heavy hearts. Where once a shinning example of democracy and personal freedom stood as an example of our race power has no been usurped by a tyrant through a bloody purge of all opposition. Faced with our objections in the legislature the leader who now styles himself as the Praetor of the illegitimate government known as the Tueri Star Empire turned the military against the civilians and seized control of all power within the area of space you know as the Black Cluster.

Those of us with the means and capability to escape this murderous rampage did so. We left many more behind who now suffer under the lash of a repressive regime. From our new planet we can gaze upon our former space in all its glory, though doing so brings forth only a mixture of sadness and rage. Rage at what was taken from us. Rage at what has been and still is being done to our people.

We fled as refugees. We expressed our desire to the Federation not to integrate into their society as we have a proud history of our own and they gave us the option of settling any of the planets they had begun to colonize. We have chosen system 313. We thankful for their understanding in this situation and for allowing us to remain as one culture.

From our new home we can see the Black Cluster in all its glory and we vow not to rest until the republic is restored and the people of the Tueri are made whole once again. We open our doors to any and all of our people who wish to settle here. We invite all powers who wish to conduct business with the legitimate government of the Tueri to contact us. We will not join any alliances and we have only one objective, to see representative government restored to our people and the murders who have usurped the peoples legitimate authority held to account.

Thank you for your time.

*End Transmission*

The Sheliak are much distressed by this, and as the Turei and the Sheliak have maintained a very peaceful relationship, we will assist in any way possibly. We will offer any assistance to either assist in the rebuilding of your current establishment on 313 or in retaking your space and rebuilding your government, we believe no government should be stripped down to nothing with this amount of damage being done.

Cardassia fully understands what it is like to attempt to rebuild from the ashes. As such, if you would be willing to accept this gift, the Cardassian Union would be honored to transfer 10 of our Zeu'tor class starships to your government, to aid in establishing your own defense force.

The Star Empire is quite willing to accept Restored Free Assembly as a free and independent nation. We have realised that some of our greatest errors have been the bloodshed of the empire's reformation, and we regret every single loss of life. We can only offer apology. We know also, that it will be rejected.

We feel that the sovereign state should be recognised in its separation as a free nation and we are more than willing to do so. We can hope that it survives well.

However, since you have declared yourself a separate nation we will treat your nation as such. We will consider any Assembly vessels that breach our territory to be hostile, as we would to any non-aligned ship to breach our borders from any other sovereign nation. This shall extend to all empires who attempt to penetrate our space in support of an assault on our territory.

We hope that it does not come to that.

The Restored Turei Assembly has made its choice to be a separate and different nation to ours. And we will treat it as such.

You are quite mistaken. We do not recognize your authority to govern and we do not declare ourselves a new nation but the rightful ruler of all Tueri space and heirs to the Republic, which is the rightful government of all Tueri people.

Your rule is illegitimate, therefore it is impossible for you to bestow legitimacy upon us. You apology in not rejected so much as it is simply devoid of meaning. We ask for no bloodshed and we do not seek armed conflict. We ask only that you step down and relinquish control of the government to the people then stand trial for your crimes.

Then how, may I ask, do you intend to reinstall the so called rightful government?

Until this matter can be resolved, at least with some semblance of stability, the Romulan Empire must terminate all old contracts and deals with the Turei. We had made such with the Turei Assembly, and as a split has occurred, we cannot fairly hold either group to such contracts.

If either party wishes to renew business, that is acceptable, with new terms discussed. However, we will not provide military assistance to either side against the other.

In a similar vein, the Breen Confederacy must regrettably announce our severing of trade with the Gorn Hegemony. We feel it is somewhat self-defeating to have trade relations with a power that has openly allied itself in opposition to us. We wish to maintain our presence in the defense fleet at the Delta Quadrant terminus of the anomaly, however, and have no ill-will toward the Gorn.

Then it is Cardassia's wish to interfere in an internal matter of the Turei and support rebellion?
