I for one still can't figure out why this is still being discussed. The Sheliak themselves have agreed to destroy their devices and research with everyone watching, and to have the Gorn analyze their records, which should be sufficient, to prove that no transaction of the device took place.
No trees were killed in transmission of this message. However, some electrons were mildly inconvenienced.

We have stated previously that we would allow an unbiased inquisition to occur, so would you please stop badgering us on that matter, we have stated so enough times, we would rather not state it again, it is getting very tedious.
We also tested this device on OUR borders because it was near us, therefore meaning that we could access the planets and the data pertaining to those planets.
We did so, and on our part, we apologize for not doing so, it was a mistake on our part, we honestly did not think about announcing it. However, we do not plan on it being used, unless necessary against the Hur'q, at all. It will not be used as a planet killer in any sense and will not be used on previously inhabited planets ever, in fact we have a safeguard in order that it cannot be used on a planet that has life on it currently.
We developed no weapon, we developed a device for the betterment of our species.

The issue is taken by the Ferengi that we have offered that a single, neutral power makes the inquiries. The Ferengi wish every race to have unrestricted access to the research data, and transmission logs.

We will trust our own eyes alone. We do not trust either alliance to make an unbiased determination as both are endlessly jockying for advantage. We have said numerous occasions to allow a neutral party to examine it, which is why we have stated the Romulan Star Empire ideal examiners. They are not aligned either way.

I have received word that it is likely the Praetor himself will examine the data, a long with data specialists. We take a proactive interest in this matter.

Then we are agreed. We have yet to receive agreement from the Sheliak on the matter. If they will allow it, the Praetor will commute to their space in one of our ships.

We are sorry that we have caused this stir among the powers, we will allow it to be inspected, and then detonated, along with the research that was involved in it.

The FKI accepts this as all races make mistakes. We trust that any plans to transfer or use this weapon will be shut down and those responsible will be removed from places of authority? If so that ends our interest in the device once we confirm their removal from existance.
With regard to other powers we would appreciate some level of recognition that this was as the FKI and others stated a weapon.
That being said we are prepared to move forward in a more productive manner than this and hope we can all work together to control the spread of these sort of devices in the future.
