With all due respect we ask how the Romulans could possibly speak to the conversations between the Shelliak and Tueri. Or for that matter the Shelliak and the Ferengi or the Shelliak and anyone else. At this point we only have limited speculation based on some intel fragments. This is why a full examination is necessary.

Without it the market for WMD's will spread and everyone will be fielding civilization leveling weapons in short order.

The transmission was between the three parties involved, therefore all involved have records of what was stated.

THAT transmission. Again, without a full inspection can anyone give us assurances that no futher transmissions were originated between the Shelliak and other powers on this subject? This is a matter of grave concern to our business with interest in weaponry.

The FKI government has fielded three private request to begin R&D on various WMD for sale already. Either we stop this matter here or such weapons will spread without limit shortly. If the truth is harmless then let it be told fully to the satisfaction of all powers.

To be honest, there is no way to stop it. Let us say you determine that no devices have been sold, and only the Sheliak, whom are giving up the research, had the device. Someone else will research it or something similar to it. And we will have no idea when that occurs.
For all we know, the Cardassians could have thousands of these types of devices, and are using their vast intelligence network to keep it hidden.

All this current line of though will do is provide every other power with detailed economic and political information of the Sheliak, Turei, and Romulan Empire.
We will provide all conversation transcripts available to us, but that is as far as it will go. It is up to the others if they will do the same.

You Ferengi are fools. Everyone already has weapons of mass destruction. Fleets of ships that can destroy planets. Unless you want to declare that every power disarm completely, the imagined threat from such limited devices is idiotic.


Consider this. The Federation already has the ability to destroy every single inhabited planet in Romulan space at once if they faced no resistance. Should we not worry about their weapon of mass destruction, a fleet that can rearm and keep going, instead of the one device that only works once of the Sheliaks?

One device is far more dangerous in our view. It turns a shuttle into a world killer. Turns the merchant transport into a potential civilization ender. The existance of these weapons threatens not only our market for warships but the ability of powers to trade all together.

Who would allow trade ships to enter their space when any of the thousands of ships on the route cound contain one of these devices? Or something worse.

We stand on the edge of regional ruin in terms of business stability in this region if we don't deal with this problem now. What is next, biological weapons? Star destroying weapons?

We are sorry, but the mere existance of these weapons threatens the Ferengi way of life for all the reasons we have listed above.

While that may or may not be true the RSE does not have nearly 40 million credits worth of trade at risk if nations start shutting their borders to traders due to the obvious security risk. The open existance of such weapons is very dangerous.

Maybe the Ferengi should take a lesson from the Klingon Empire. All ships that pass through our borders are searched by KDF personnel. Their crews identified and their cargo subject for fully detailed scan.

It is simply impractical. Some of our trade routes transition through 4 powers space, sometimes passing in and out of that space more than once during a journey. Such inspections would render the routes unprofitable and cause them to be discontinued.

We dislike the idea of something as potentially destabilizing as a planet-killing device as well; however, we agree with our Romulan, Turei and Klingon counterparts that this weapon system is no more of a threat than a fleet of phase-cloaked Federation warships, which could literally drop heavy elements into a star as they passed through it, and leave no evidence of their involvement in its eventual destruction.

The very fact that the Sheliak announced their operation suggests that they are willing to be open about the testing of this device, and now they have decided to end it's deployment. We also wish to see the details of the testing, but we will not call for them to release sensitive internal operational materials to every power in the region.
