You are absolutely right that the important issue is not their use of it, but their potential of selling it. However, unlike the Ferengi, the Sheliak don't seem to consider profit the most important thing in life, but rather, stability. And by selling such devices, they would be bringing instability.

This is why we don't have any major issue with the Sheliak having such things. We would take issue with any other power doing so, for many different reasons.
From our viewpoint, the Sheliak would not use it against any of us (because everyone either has allies, or is strong enough to wipe them out), and won't sell it because it adds an unstable factor into galactic politics.
No trees were killed in transmission of this message. However, some electrons were mildly inconvenienced.

The Klingon Empire agrees with our Romulan counterpart. The Federation and Romulan Empire already have weapons of this sort and any of us could easily produce them on short notice if need be. If the Sheliak are willing to allow us to watch their research and testing, we see no reason they should stop so long as the don't test on useful planets anymore.

With all due respect to our distinguished Romulan counterpart we would ask what put you in the position to determine who is and who is not entitled to such weapons. If history has taught us anything it is that such weapons only lead to other powers wishing to obtain the same. A few dozen of these weapons combined with the right technology could let the smallest power decimate the greatest.

And yes, it is clear that the Ferengi stand for profit but we fail to see how the Shelliak stand for stability. Or is that only when they are not setting off weapons of mass destruction that consume whole planets? So all the other times when they are not testing a weapon that could kill tens of billions at once they stand for stability?

Stability is the key to major business undertakings. Absent a removal of this weapon the FKI will be forced to develop and market such weapons simply to protect our ability to do business as a weapons dealer. We have carefully constructed a market open to all that we believe promotes stability within the region. The existence of such weapons threatens to leave us both without the opportunity for profit and to see a huge capital investment in our ability to meet this market wasted.

If these weapons are to exist then we will have to have them. Both for security purposes and to meet the needs of our customers who rely upon us to help provide for their defense.

The Federation finds the excuses of the Sheliak rather disturbing considering we have used save genesis wave technology multiple times in recent years, the same technology which was made available to EVERY power including the Sheliak.

IF the Sheliak wish to continue their research it will be done in a matter that is public and subject to inspection by EVERY power in the quadrant. As the original devise was created in the Federation, we understand the risks of undertaking such a project, however it must be watched. If you choose to end your research, ALL devises MUST be destroyed. The Sheliak must also open all communication, research and production records on the technology regardless of if they choose to continue or not. Anyone else with connection to this technology must be found, and all devises must be tracked down and accounted for.
In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

Are the Sheliak bound by some arms treaty that the Klingon Empire is unaware?

The Federation has the ability to do the same as the Sheliak, with their enormous fleets. Should we demand that they limit their ships because we cower at the possibility that such will happen? Or do we just live with it?

Again, we agree with the Romulan Empire. The Federation is in no position to demand anything of the Sheliak. Their offers to view and even work with their research is an honorable response.

Once again we suggest a neutral power regulate the testing of the weapon.

As much as the Federation is famed for its claim to neutrality, it is still an allied nation and has no such pretenses. Frankly, we would rather entrust the Romulan empire with its regulation.

What I find curious is that twice now, the Tauri have objected to the interrogation of Sheliak records.

And I'm hearing people speak in DEFENSE of weapons of mass destructions.
They say that in the Army,
the women are mighty fine.
They look like Phyllis Diller,
and walk like Frankenstein.

A weapon of mass destruction that is useless in its hands. It cannot threaten any power, since the sheliak would be obliterated should they use it.

And leave it to a Cardassian to draw plots from the air.


It is the Turei Star Empire's view that the matter should be internal to the powers that are directly affected by the device. As far as we know, those are the Romulan Star Empire, Turei Star Empire and the Sheliak Corperation. The Federation nor Cardassian union has no legal ground to call open the Sheliak to do anything, so far as we see.

We have made no transactions of any form, for our economy could never support it. Surely your famed Obsidian order would know that we are incapable of stomaching such financial efforts.

The Sheliak will discontinue research on this technology, but we thank the Klingons, Romulans and Turei for speaking on our behalf, but we do believe it is better to discontinue the research in order to qwel fears of the other powers.

Then your intelligence agency is sorely mistaken, we have not received monetary reimbursement of any kind since our trade agreement with the Turei, if we had received and extra million credit, I believe that the higher government would know about this, the amount we have is through the hard work of our people and not through deals that could and would cause large amounts of chaos through the quadrant.

The transactions we made to the Romulan empire were a communication error. We agreed with the Sheliak to let the world 311 fall to their control, without any idea what they intended to do with it. We additionally agreed to leave 314 for romulan control. A miscommunication occurred, and the Sheliak targetted 314. We agreed, due to the miscommunication, to compensate the Romulan Empire for its loss of a planet to colonize.

We made no transactions for the weapon system, and if those PADDs say so then they are a fabrication. Surely your famed obsidian order would realise that our economy is hardly ina state to purchase super weaponry of any form.
