Again my brethren, we have been attacked by the Breen with no provocation whatsoever.

We of Cardassia have striven towards peaceful relations with the Breen. We have fought to overcome the past attempted GENOCIDE of our people. We forgave an unprovoked attack on unarmed civilian freighters. We forgave the Breen's inexcusable act of piracy and theft of Cardassian property.

I myself have struggled with anti Breen sentiments in the Detapa Council, assuring them that we were well on our way to a peaceful existence with our neighbors. We had peacefully agreed to a colonization plan that would have allowed each of us the opportunity to peacefully expand. We had even begun talks of a joint colonial world between our two races.

And again we were betrayed.

I defy the Breen to explain why their military ships attacked unarmed colonial transports, enroute to a planet we'd agreed to be well within the scope of Cardassian influence. What explanation can the Breen provide for again slaughtering helpless Cardassian civilians!?

At this time, the Cardassian Union is closed to any trade destined for Breen space to pass through our boarders. Any such transports and goods will immediately be seized by authorities as Cardassian property.

The people of Cardassia will not allow any more innocent civilians to be slaughtered by these cold blooded Breen murders.

Ambasssadors, The Turei people have suffered a great change these last few days. In doing so, a new diplomat has been elected along with a menagerie of new ministers.

Our first act, is the aggressive renegotiation of trade agreements, starship agreements and all other treaties besides the alliance we have formed.

For the most part, our agreements are sound. however, since the merchant classes "departure", we have lost a sizable amount of income and an even more sizable degree of trade. we simply cannot afford many of the negotiations at hand.


We must also ask the motives of our ally in this case. We were under the impression that the Breen and Cardassian had negotiated their border disputes.

Before an extensive amount of speculation is thrown out we are not deploying ships equipped with WMD's, nor were we testing any WMD's we were testing colonization devices, to make life habitable, as was tested by the Federation at one point as the Genesis device. We have learned and improved on their design and their ability to terraform, however it seemed that after nearly a week of stability the planets both collapsed into oblivion, we were testing two different designs, one on each planet, and we would like to continue testing on empty planets that are unsuitable for colonization.

We have 3 available, and two modified for quick use and immediate destruction for use as weapons on the two ships stationed at the wormhole. If the Hur'q do come through we will be prepared for them and available to assist in any way possible, we will not be using this device on any planet already colonized or inhabited. We do not believe that WMDs are the way to enforce anything, we believe peace is the best way, and will enforce that.

This recent incident involving even more bloodshed between the Cardassian and Breen people is intolerable. We had no standing orders to attack Cardassian ships in that region, and were literally working to jointly colonize the system. Apparently, our communications network is damaged, as our units should not ever take action without express permission from the Supreme Thot, or my advisers.

We apologize to the Cardassian people as a whole on this matter, and as an example to other commanders who decide to react when the orders have been perfectly clear, we give the following example.

From the transcripts given to us by our Breen allies, it is rather clear the area was still in dispute and no agreement had yet been signed.

As the Klingon Empire sees this matter, both the Cardassian and Breen share the blame in the loss of life. None above the other and as such, we view the matter as closed.

This poor cost lives should be a clear reminder to all that words must always proceed actions. These were not warriors who paid the price for glory, but civilians who were not scripted to death in battle.

We of the Confederacy wish the facts to be known about the recent incident between our people and the Cardassian Union.

Firstly, we regret the massive loss of life on both sides, and apologize for our part in this tragic event.

We were conducting negotiations through private channels. Our diplomats suggested that a joint colonization effort might be preferable in the case of system 373, and our counterparts in the Cardassian Union agreed. Before formal talks were completed, the Cardassians sent a convoy of ships to colonize 373 without consultation. Our forces apparently decided to act without authorization, and destroyed the convoy; we consider this to be an unacceptable rogue action, and have executed the commanders responsible, as witnessed in our last news broadcast.

We wish to continue talks with the Cardassian Union on this matter, and believe this was an isolated incident. However, we will not be portrayed as the aggressors here, as this matter was not nearly resolved before the Cardassian convoy disembarked.

Its rather doubtful that the Breen forces would have found themselves in entirely the wrong system. Their reports state that your ships were heading to 373. Either your ships were VERY lost, or you are lying about your intent.

We of Cardassia have been a starfaring race for over four centuries. I do believe in that time that we have come to know galactic north from galactic east. Your assertation is faulty.

However, we will allow for the fact that the Klingon Empire is either mistaken or being decieved, and not perpetuating a bald faced lie.
