It doesn't seem that hostilities are iminent between the Federation and Klingons, simply that they are growing apart.
To be honest, many of us in the Cardassian Union often wondered at the alliance between two powers with such fundimental differences. What we have come to locally call the "Cardassian Empire" when the High Command ruled the government, would have likely been a better fit for the Klingon Empires goals as allies, whereas now our civillian government wouldn't have the same outlook as we used too.
Things change. When they stop changing, that means we're dead.

The Klingon Empire agrees with the statement from the Cardassian ambassador. The Federation and Klingon Empire have been allied out of common goals in the past. Such goals must be reached on equal terms between allies. When those allies can no longer agree on what is or isn't equal, they must part ways. While we may no longer trust the Federation's leadership. The people of the Federation have long been friends and family of the Empire. Our borders will stay open, trade will continue and the long standing friendships between our border worlds will remain strong!

With the Federations withdraw from the Khitomer Accords. Some have asked what is to become of the shared border between the Klingon Empire and the Federation. The Klingon Empire wishes to maintain the peace between our people. As such, the Klingon Empire extends the following offer to the Federation.

We meant no offense over our scaremongering. we have cultivated a very strong sense of precaution over the years, and this is exactly the sort of declaration that could seen the Alpha Quadrant spiraling into chaos. However, we are very much pleased that no such incident has occured and the separation of both parties has seemed no less than amiable.

You will find that the Federation is common to changing treaties and allies. As they are not an aggressive people, it is of little concern. They are a confused group, crossed between hundreds of races. Their ability to remain united in spite of their failings is a tribute to their determination.

The Romulan Empire will be completing the refit of our ships this year, with only a few hundred scouts left. The Gorn are welcome to investigate the vessels as they leave port.
We also will be paying the remainder of our settlement. As such, we expect the blockade to be removed and the Gorn to leave our space within the next year.
We are still fighting the Tal'Shiar. If a cloaked Romulan vessel is detected, then it will belong to them and will be destroyed. We ask of anyone detecting such a ship in their space that it be destroyed unless they surrender.

What intelligence does the Romulan government have on the actions of the Tal'Shiar? Are they launching a full rebellion? Do they HAVE ships? If so, how many?
