I believe this particular son of a bitch was also threatening Buzz's daughter. he apparently was tired of living.

According to Wiki, his first response was to turn to the camera and say "did you get that!?" When he complained to the police they judged that his reaction showed that he had not been injured and so no assault charges could be brought.
