The Sheliak believe that these neutral parties should be protected in this matter. We will agree to this however we do believe that the Klingons are correct, that it may cause a sort of fallout as the non-Proliferation treaty did when it was broken. We do believe that protecting the neutral parties is a noble and good idea, however, it seems that treaties are only worth the words that are written with, and also believe that there is very little to really protect anyone when there are rogue agencies such as the Tal-shiar.

Considering how easily treaties have been ignored as of late. They are indeed of little use.

This doesn't strike us as any kind of alliance. Meerely a way to protect ships traveling through neutral space from random hostile attack. The Federation will support this treaty.
In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

On this we agree with both the Federation and the Klingon, it is certainly not any sort of alliance that we can see, however we also agree with the Klingons that there is little that a treaty can actually do. And we have also seen that the treaty violations have been treated very severely against the wrong people. The Romulans we're not the ones who sold the cloaking device to the Ferengi, the Tal-Shiar did, according to the Romulan accounts which the KFI have yet to refute, and although they are an entity of the Romulan empire they are not sanctioned nor condoned by the Romulans, and yet the Romulans have been blamed fully for this treaty violation. So we will sign it, and abide by it, but if it comes around that the treaty is violated we wish for the correct violators to be blamed and punished. Although we are not condoning the hiding of the evidence by the Romulans, we do not believe they are fully responsible for the treaty violations committed. We do however find the Romulans actions against the Tal-Shiar admirable and very daring, however according to bureaucracy someone solid must be blamed, so the Romulan empire was blamed, which was only made worse by the way the cloaking device was handled.

The Romulan Empire has many times in the past used the excuse that "the Tal-Shiar is to blame" for their actions. The Tal-Shiar are a part of the Romulan Empire have served them for many generations. We will bite to such a weak lie that the Tal-Shiar is to blame for all the Romulan Empire's vices.

We do not believe that the Romulan are free of blame at all, but the fact that the Tal-Shiar have only been blamed by the Romulan Empire. I am not saying the Romulans are not guilty of allowing it to happen, I'm sure that the Romulan were very complacent in the Tal-Shiar's actions, which would make them accessory to this treaty violation, but no one can claim that the Romulan government controls the Tal-Shiar, since now they meerly allowed it to stay. Now they are trying to correct this action.
So we do not believe that it was correct to blame them as severely as they have been and the Tal-Shiar let off to do whatever they please.

As you should have controlled the Duras sisters better, but you did not, and look at the trouble that caused, we cannot say that any one power is responsible for all or any of the incidents that have occurred recently. Overall the management of Informational agencies that work on their own code is lacking severely, we believe that more than ever now this matter should be looked into. The matter of intelligence agencies.

The Federation must conclude that the Tal'Shiar is not a legitimate government agency. They are an agency, however independant, of the Empire. Therefore since the devise in question is of Romulan origin it is the responsibility of the Romulan Empire who signed the NPT for their whole state to accept punishment for the violation. If they had needed help controlling such a sale, they could have informed the rest of us, and we would have intercepted the ship, and/or dealt with the illegal actions taken by the Ferangi Alliance at the time.

We did control them, well enough their entire House fled our space. What was left of that House anyways. We apologize for our incorrect information. We have very limited information on the history of most of the powers in the region. Therefore we have to use whatever information is directly available to us through our associates. The Klingon empire is mistaken in their assessment er have allied ourselves with the Federation. Our agreement with the federation spreads no further than mutual assistance when either power is attacked. If either is the aggressor, then the treaty is void.
