One problem I have with the chart is that it counts episodes, not stories. That means that the likes of Mavik Chen, the War Lords and the War Chief appear to be frequent enemies despite only appearing in one story each.

You can flip the chart to a different setting for stories.

Ah, much better. Going by that, if they intend to have appearances by all the most common old villains then we could well be seeing Ice Warriors next year.
