The FKI is unwilling to send a delegation until an actual structure for such a meeting is proposed, including an agenda of topics you wish to have discussed and overall purpose for the meeting and the desired outcome of the meeting. As it stands we only understand a general meeting to discuss politics and culture is being asked for with a general goal of increasing the peace in the region.
While this is certainly an admirable goal the FKI would have to question the wisdom of gathering representatives of all governments together without a defined agenda and working goal as by our recollection such prior meetings have ended with or been interrupted by threats of violence in the past.
Without such specifics this would seem to be little more than a party to stroke the ego of diplomats and heads of state while acheiving no practical results. We have already seen the results of such weightless initiatives with the abortive Peace Planet that decended into chaos so many years ago.
The FKI is unwilling to undertake the risk of getting the various ambassadors together where the slightest offense to certain cultures could lead us again down the path to war unless there is a definative goal for such a conference. We had not previously created a specific structure due to the fact that we did not know if any would be interested in this proposal.
The Turei is correct in their assumption, we wish for it to be a platform for all to discuss the cultures without the interference of the various political fiascos.

Pardon our brevity but this sounds more like a project for sociologist, political scientist and other academics rather than an affair for high level ambassadors and Chiefs of State.

We have to admit, from our standpoint, it seems something far more ideal for a some illumnite to attend and explore intercultural relationships than for a diplomat to waste his time. Since we are a mercantile republic, our concern is making money. Straight, hard money. We can learn all we need from other nations speech, and other nation's needs.

You can send whomever you wish if you do plan on attending, we believe that it would assist in creating a much more peaceful environment.

The Ker'Mayd fleet yards have submitted a new design for a medium cruiser to the Turei beaureu of starship procurement. The high speed, fairly high weapons output and solid defences make this an excellent choice as a fleet filler within the ship. The Project is currently named the XEMOC (Xeno Export Medium Offensive Cruiser) project, and we are looking for investors that might be willing to endorse the design, as the vessel was primarily designed for export.

In light of recent misunderstandings, the Klingon Empire agrees to this "cultural" exchange. We are a race of Warriors and on the field of battle we are unmatched. However, we fair far less well in the fields of politics and diplomacy.

While the Federation does advocate cultural exchanges of all kinds, I too fail to see the political worth of such a conference. This type of exchange is better arranged by science councils, and in fact the Federation Science Council has arranged such exchanges frequently in the past and will continue to do so in the Future. If the sole purpose of this conference is cultural exchange, then I'm sure the Science Council will be hosting an exchange soon. Unless this council has any political aims the Federation will not be sending a delegation.
In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

If a separate entity, and a separate forum (OOC, I suggest a separate thread) is arranged then we would be more receptive to moving a delegation to the meeting.

I believe that the Klingons have the right idea. Although not directly political in nature, we believe that this knowledge will allow for much cleaner interaction between the powers.
We thank all those in support of the cultural exchange, and to the Turei, we are planning on making it a separate entity for all of those as these general channels are for much more pressing information.

Then we are willing to send a delegation, aboard one of our own Amazym vessels, to the meeting. We would prefer location to be set instead of a digital channel.

With respect, at this point Cardassia doesn't see much benifet in sending a political ambassador to a non political event. Matters pertaining to interstellar relations have a proper forum here.
Now, if you are seemly seeking a body where species can meet and learn from each other, we would be happy to send representatives from the Ministry of Education.

As we stated before if you wish to send someone besides an official ambassador we would be more than happy to accept them in. If it is agreeable to all we can either meet in a completely neutral location, or we can set aside a location within our space for this meeting. Whatever anyone would wish we will gladly listen to requests.
To the Cardassians, we are looking for a specific forum to learn about each other, and we would gladly accept the entrance of your representative from the ministry of Education.
