As you have failed to understand yet again. The Klingon Empire doesn't care about the ship. We care only about the cloak and who sold the device as whoever did so, did this in clear violation of the NPT.

The Turei Assembly wishes to publicly announce its need of useful trade partners. We have some 6,100,000 Trade points available to willing partners, equally divisible among the trading partners, dependent on who takes up on the offer. We would gladly consider a Import/Export trade agreement, and look forward to working with said partners in the future.

As for your insistence that this sale violated the NPT, you could only know this for a fact if you sold the device. The cloak could easily have been sold before the NPT, and integrated into the Profit after its construction.

In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

I know little of the political ramifications of such a device, but perhaps it would be agreeable to all parties to dismantle the device and determine its racial origin?

Forgive me, I was under the impression it was to be sold for other purposes. Surely there should be no issue. Regardless of who is going to sell or buy the craft, it will eventually fall into the hands of one of the three Cloak Capable major powers within the quadrant. In that instance, it will be dismantled and the origin of the device will be found. Then it is up to the various empires involved to decide of the nation should face reprisal or not. The ships vendor is irrelavent. How the vessel was acquired is irrelavent. The empire of origin is the critical aim of the investigation, and it will be achieved via all routes of sale for the craft. This bickering over the finer points of a treaty have little effect on the issue at large.
Following recent agreements, the limitations on the Assembly's Trade portfolio to 5 empires has been met. For this round, no more trade can be conducted. Sincere apologies to all empires that have missed their opportunities.

The sale of the ship has been completed to the buyer. We have asked as a courtesy that they pick the ship up and transit it out of our territory and into their own as we want there to be no chance the vessel commits a hostile act against someone caught unaware that could be mistaken as a hostile act by the KFI and they have agreed. We wash our hands of what happens beyond that.

Some powers have asked for further clarification to our above stipulation on the purchase of warships.
This measure was put in place for the following reason.
From time to time we will be selling warships to various powers. This provision is in place for all such transactions to prevent those powers from using ships purchased from the KFI to strike from an unexpected direction. We are more than willing to supply any power in a dispute in which we are a neutral party (and are willing to sell to both sides so long as they have the credits) but we are not willing to see the KFI turned into a base from which they strike one another.
Thus any power that wishes to purchase warships from us will be asked to conduct the ship promptly through neutral space to their territory before placing it in active service. Since most all transactions are cash and carry powers are more than capable of disregarding this, in which case we will do no more business with that power.

Over the coming years, we are in the process of severely modernizing our fleet with either Xeno sourced vessels, or our own designs later on. In this light, we will be looking to decomission a number of our own vessels, either for scrapping or for smaller fleets in need of some ships to bolster their ranks. We are willing to provide specifications on these vessels should they be re-entering fleet service. While they are weak, they have a decided warp speed advantage over many of the ships . Of course, most would simply wish to scrap the vessels.

For the record, the Cardassian Union objects to the open sale for a Profit class starship. This class of ship was developed for use for the Ferengi, Gorn, and Cardassian defense forces. We take issue with other powers possessing these ships.
That said, how are we to know that the Ferengi didn't develop this tech on their own? Has any of our neighboring powers been watching the Ferengi THAT closely?
