Um, what keeps the insects from flying over the fence? If the insects are higher up in the air due to, say, air pressure, the whole system is rather useless. But then again, I don;t know how high insects can fly.

What height do they usually fly at? After all if they don't know it's there they aren't trying to get over it...

Bats are a very good solution.
Most bugs stay low to the ground, most places they want to get to are near ground level so why fly higher? Some do for the hell of it but even if you're killing only 80% of the bugs its still a big improvement.
