The last two years have not been the best for the Ferengi Republic, however since we have begun to turn our business practices around we wish to do two things.

One we will rescind our call for ending loans, we will be giving out loans to anyone in need at a reasonable rate and a reasonable size.

We would also like to ask the Kazon fleet who have recently moved in to become citizens, citizenship will cost you taxes of course, but coming into our citizenship will also mean any of your businesses will be covered and insured by the Ferengi Republic, as well as allowing for all of your businesses to be advertised throughout all of our worlds, increasing your reach ten fold.

We would like to reach out to all and let you know that we will now be allowing loans to be taken out of our accounts again, for the time being we would rather them to be small loans until everything from the tax revolts settle down, but once all that is cleared up we would like to allow for full loans to any needy nations.

The Breen Confederacy intends to fully pay back the Ferengi Alliance for it's generous loan within two years. We will also leave the current force of our Destroyers in your space for as long as you wish, as a gesture of goodwill between our races.

The Kazon will not consent to becoming citizens right now. The terms of your previous agreement did not necessitate this and we see no reason to change that arrangement. However as a show of gratitude to those that took us in we will undertake to sell our ships in a controlled manner to the Ferengi.

We will undertake to transfer our ships in an orderly fashion to the Ferengi authorities over the next several years. We will sell 1 Predator Class and 10 Raider Class ships each year for 100,000 credits to use for establishing our new culture until all ships of these types are transferred.

At the end of this period we will consent to holding a vote of the various tribes on citizenship.

We can do no more than this.

The Ferengi would like to thank the Breen for their cooperation as well as their forces.

As for the Kazon, we thank you as well for putting it into consideration.

The Romulan Empire would like to hold a conference to discuss our return to the treaties we pulled out of during the war. This would specifically cover the NPT, as this one is the most important to all the members of this part of space. If the Federation would be so kind as to set up a meeting location, that would be much appreciated.

The Federation will hold a conference for all powers to attend on the Planet of 70. At this conference we will first address the issue of the Romulan's and their rejoining the treaties that they previously backed out of.

While this topic may not be of interest to most powers the other issue I wish to address may be. As a result of the Breen Piracy the Federation began looking for a possible Dominion Facility they said that they were supposedly looking for. The Federation exploratory team has found such a facility. This discovery in no way excuses the Breen from their actions. They were caught pirating in the middle of one of the most heavily traveled area of the space between the Federation and Cardassian Union no where close to the location of the Dominion Facility. The Federation and Cardassian Union are currently working out an agreement to secure the facility so that we can guarantee that no governments or Private institutions gain access to the facility until it is destroyed.

However after discovering such a facility we learned more about the nature of this facility and the one that was supposedly destroyed by the Breen when they found it. We ask permission from the Gorn to allow a small fleet of Science ships across the Neutral Zone to verify the destruction of the Facility and the Completed Dominion Ships within. We demand that the Breen allow this expedition to verify their story and for a team of Gorn analysts to verify that no Dominion ship exists in any Breen Fleets or shipyards for study.
In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

The Confederacy never claimed to have destroyed the yard found in our space, simply that we wished to remove the possibility that a less stable power would find it's twin. We have sworn to protect the two quadrants, and the large number of active Dominion vessels we have at our disposal will help us to do that. We have dismantled the majority of our fleet, and are planning to devote a large amount of our forces to exploratory missions in the near future.

Had we desired conquest, we would have already attacked, before other powers were ready. We are keeping these vessels active for defensive purposes only; they are concentrated at our homeworld. We invite the Federation, and any other powers willing to attend a conference on Breen itself to discuss this matter, and are also willing to give a number of the remaining inactive ships to certain nations for their defense at no cost.

We do not deny our attacks on Cardassian shipping; we do however resent the implication that we were attacking for the sake of it. We had no knowledge of the location of the other facility, and were in fact trying to learn information about it's location through the trade vessels we attacked.

After the recent Borg incident, and the threat of the Hur'q, we wish to aid other powers in the defense of our region. We find the Federation's aggressive posture somewhat insulting, considering our recent cooperation, and the large number of casualties we suffered during the Borg attack. If the Federation wishes to pursue a doctrine of hostility, we will respond in kind. If, however, they wish to pursue cooperation against greater threats, we wish to assist.

Pardon me, I must have misunderstood your implications when I assumed it was destroyed during the talks where you divulged it's presence.

And again, I apologize for my 'hostile' behavior, but given my information it seemed as if peace and security were the last of intentions. If the ships were kept to protect the quadrants from the Borg and Hur'q threats I wonder why they are stashed away at the Breen home world rather than in the ABTF where they would have been of considerable help in preserving Breen and other lives that were lost at that battle. Unless they are simply for Breen security

The Federation has no intention for hostilities, but given the recent events between us, no one can pretend we're allies yet either. I hope that in the future something of this magnitude would be more openly shared so as to build trust, and not lead either of us to the same hostile conclusions I just drew.

The Federation will postpone the discussion of the Facility we have found for the Conference on Breen which we will attend however our invitation to all powers to attend to the Romulan matter still holds.

We of the Confederacy apologize for withholding this information; we did not trust the Federation, and we still do not fully, as they have just reiterated. It was our last line of defense, and we did not wish to reveal it to other powers for security purposes.

We will continue this discussion at the conference.

It would seem we have two conferences coming before us. One in the Federation and one on Breen. Which should we cover first?

We of the Ferengi will be attending both conferences as well, with more interest in the latter due to the Breen's presence in Ferengi space.

Also, as a side note, starting this year we will be loaning out 4 million credits to the Romulan Empire, which will be repaid in full in 8 years.

And yes, we will be allowing loans to be taken out against us but for no more than 2 million after the Romulan Empire's is repaid to us, which we will then bump the limit to 4 million for any given power.

I have been asked by the President to relay a speech he prepared.

"Those with long memories can remember a time, centuries ago, when the Cardassian Union was just that. We were a peaceful people who valued the family, culture, and education. Unfortunately, our technoloical advancement didn't keep up with our need. The military, the Central Command stepped in and assumed the mantle of power while we are in a position of weakness due to our worlds lack of natural resources. This lead to a period of darkness for the Cardassian people. It had indeed gotten to the point that we were beginning to be referred to as the "Cardassian Empire", and were becoming a tolitaran and xeniphobic society. We have learned our lessons well though, and are taking steps to correct these grave injustices. As such, we have several announcements to make.

First, we, the governing body of Cardassia, wish to extend a formal apology to the Bajoran people. We are aware that this has been said before, but considering that such an apology was issued by the military and not a body of elected officals representing the people, we feel that such an apology has always been.....lacking.

Second, as is common knowledge, we have several border worlds in Cardassian space that are home to former Federation citizens. As of today, these Humans, Vulcans, Andorians, and so forth are now considered full citizens of the Cardassian Union with all rights and privilages therein. They are able to vote, elect a representive, and serve in the government or military should they wish. In fact, we also have the distinct honor of announcing our first Non Cardassian Gul. Gul Orville, a human from a formar border colony and formar Maquis fighter has been awarded a commission in the Cardassian Navy, and command of the Galor class starship the Kraxton.

We do regret to inform you that unfortunately, our relations with the Tzinkathi have degraded into hostility. We must insist that our neighbors and allies please respect our borders and government enough to allow us to address this problem.
