I like to think that once Starfleet realized they'll have to deal with the badlands on a semi-regular basis, they went to their drawing boards to see how they could tweak upcoming ship classes to better withstand them. I got the impression for some reason, Voyager was the second Intrepid class ship commissioned for some reason.

Well, we've only ever seen Voyager herself, so we can probably assume that they're either low in numbers or simply deployed in far-flung parts of the UFP.
