It looks like extensions, mainly because the hair on the top is all glossy and shiny under flash where as the longer sections are not. I'd guess that either thats her natural hair and she's got a bowlhead wig on, or its her real bowlhead and she has extensions in.

Don't know what to say about her. I don't know quite how to put it and maybe it's just that picture but she looks like she's got a funny nose and odd lips...she's not a patch on the Foxy Lady.
