Third Party Commission Report

The following evidence was considered in compiling this report.

The Federation submitted all their sensor records around the wormhole and their space. Nothing of substance was noted in these records regarding the events in Klingon space but other important evidence was presented.

The Gorn submitted ships logs and copies of orders, personnel records of officers including DNA for matching purposes and senior commanders who were questioned in the presence of a telepath.

The Klingons submitted the physical evidence of ships remains. The recovered Gorn bodies and a complete record of the attacks and battle.

Other powers submitted various written statements that provided no substantial evidence that was included in this report.


Summary: The committee has assembled the evidence as presented in an attempt to draw a definitive conclusion on the exact circumstances of the attack on the Klingon system 160, along with two other nearby systems. The main obstacle to this was the inability to corroborate or procure evidence of a definitive nature.

Events Determined to have most likely have happened as presented and that have physical evidence supporting the conclusion.

1. At least 9 ships of the Prophet Class engaged in attacks across three Klingon worlds over the course of about three weeks. This class is known to be in use by three powers according to the supporting brief of the Gorn. Federation sensor records are able to account for the fact that no Cardassian or Ferengi ships moved out of their territory during this timeframe. To the best of the investigators knowledge neither power possess cloaks to enable such a covert movement and no cloaks were found aboard the destroyed ships.

2. The ships were marked with typical Gorn markings and made use of quantum torpedoes, a technology only in known widespread use by the Gorn and Federation.

3. Bodies of what appear to be Gorn military officers were recovered from the destroyed ships.

Claims that cannot be confirmed due to lack of corroborating evidence.

1. Gorn orders show no attack was ordered on the Klingon's, however this is not verifiable. The senior Gorn officers were interviewed by telepaths and clearly believe this was not ordered but that does not mean that someone did not order it.

2. DNA matching turned up no matches with Gorn military officers but again this cannot be verified by any outside party.



The committee wishes to stress that it can find no evidence that the Gorn military was necessarily guilt of the actions of which they are accused, however they also can find no evidence that shows they were not AND no other scenarios are supported by any evidence the committee was given by the powers involved. The primary cause for pause in accusing the Gorn is the fact that similar ships can be found in the employee of other powers, but those powers are quite distant and their ships are accounted for both in their internal records and in Federation sensor records.

If evidence clearing the Gorn exist, it was not presented to the committee at this time. Were this a court of Federation law a conviction certainly could not occur as there are reasonable doubts here. However the task of the committee was to present an opinion one way or another on what actually happened.

To that end the committee states that WITH THE EVIDENCE GIVEN they find it more likely than not that the attacks originated from Gorn space by with Gorn ships. The committee is unable to pass any opinion on if this operation originated from Gorn national command as it has insufficient evidence for this task.

I pose a question to my Gorn colleague.

How could any non-military parties gain control of your Prophet class ships. They are rather new pieces of tech that I would imagine are closely guarded. I doubt you could claim renegades or pirates "stole" them. Are you having some sort of civil or military rebellion we should know about?

The Klingon Empire has begun talks with the Gorn Imperial Command. We expect a prompt reply or will consider negotiations closed.

The Gorn Imperial Council is currently involved in strenuous internal debate. However, we will issue a reply to Klingon demands in no more than 2 days

A loan is being released to cover the debts of the Gorn Hegemony towards the Klingon Empire. In return for this loan we as the Ferengi are receiving 100 of their warships, if anyone would like the specifications of the ships in detail I will release them through private channels if I deem it a reasonable request, as well as we will be getting any higher tech shield tech that the Gorn create in the course of their research. This shield research will not be released to any of the other nations.

Thank you, and any specific questions as to the arrangement will be answered upon request, either through Private channels or through this Public channel.

One will be provided. Also, the Gorn Hegemony regrets to announce that it is recalling it's task force from the Anti-Borg task force. Due to the recent issues with the Klingons and the Romulans, we are recalling our military units and launching our own internal investigation to determine who on our end, or which third party, gained influence in our fleet. If something hostile does come through the wormhole we will honor our treaty obligations and send a reinforcing force. However, at this time, we feel we cannot trust our fleet outside our borders. We regret the necessity of our actions.

The Federation is making the following Public/Press release regarding the recent rumors circulating about the Breen-Cardassian issue:

We of the Breen Confederacy wish to make a public apology for our recent piratical attacks on Cardassian shipping lanes, and we wish to explain our actions. We are not trying to make an excuse for what we have done, only to rationalize it.

We discovered evidence of an abandoned Dominion facility in Cardassian space equipped with cloaking technology. We determined how to detect the facility through the cloaking device; we decided to find it, and destroy it ourselves in order to maintain the balance of power in the region. We raided merchant vessels for intelligence purposes, because we did not wish open warfare with the Cardassian people.

We regretted having to make this decision in the first place, but generations of distrust made us believe we had to act unilaterally. We recognize this mistake, and have moved to make reparations to the Cardassian people for the damage we have done. Negotiations are continuing.

We have recently realized that our paranoia and isolationism have caused us to lose sight of our honor. We wish to formally apologize to the Klingon Empire for the shame this incident has brought upon you through our alliance. We pledge to regain our honor as a species by addressing our problems and those of others, in the cause of stability in the region.

The Klingon task force in the Delta Quadrant has detected Borg Cubes on approach to the Wormhole. They have already retaken one of their former worlds. We have counted eight enemy craft so far. There is a large group of people fleeing the Borg advance and are requesting asylum. The Klingon Empire will grant asylum if the Anti-Borg Task Force's Commander approves.

Our warships stand by to engage the enemy on command.

In light of this news, the Gorn Hegemony -- pending approval from the task force commander -- will re-dispatch a taskforce in the event the Borg should make it through the wormhole, or to assist in the defense of the Delta terminus. However the Commander sees fit.

The Commander of the Anti-Borg Task Force has just contacted me. It appears we are facing 8 Borg Tactical Cubes which have begun to assimilate a world nearby the DQ terminus of the worm hole. He is currently in a meeting with his advisers to determine the best course of action. In the meantime the Wormhole has been recieving constant streams of messages from the nearby worlds, an estimated 30 million refugees are looking for refuge in the Alpha/Beta Quadrants. The wormhole will be opened to allow passage of these refugees if you wish to accept them into your space I'm sure they will appreciate any kindness they are shown
