The Breen Confederacy will host a discussion on this matter in full at our planet Portas V (32). We invite all powers to this discussion, and will give full disclosure on the subject. We wish to avoid a war, and we would like to hear from all of the other nations that would be affected by a new war.

At this time the Klingon Empire declares war upon the Gorn Hegemony. Their attacks against our worlds will not be accepted.

I, as the Ferengi Alliance, would like to make it known that we will remain neutral in warfare, any attacks against us will be dealt with by us, but we will not antagonize any of the powers. We wish to stay as neutral as possible.

We are willing to provide ships to any and all powers, but at a great price, not only will you need to pay for it, but the tactical power of the ships made in our facilities will be released to all other powers. As we stated before, we wish to be neutral, and therefore will provide the services to all equally, as well as share all information equally.

Also, we will ask any ships policing our area to leave so as not to put us in an unfavorable position with any of the powers.

The Federation is officially announcing any trade extending to the Romulan Empire crossing through Federation Space will halt immediately. As they are a cloak-capable power that has abandoned it's commitment to the Non-Proliferation Treaty, we are treaty bound to take economic sanctions against them, therefore, we are cutting their trade.

I have this message direct from our Imperious Leader: The attacks against Klingon worlds are the products of renegade commanders, not a matter of policy of the Gorn Hegemony. We were looking upon the prospect of our warming relations with the Klingon Empire. We request either help from the Federation and Klingon Empire in our internal investigation, or to be left alone to deal with an internal matter of military disobedience. We have reissued orders to our ships in the Wormhole Defense Taskforce to remain on station and not engage in any hostility with fellow forces.

We of the Romulan Empire understand. We accept this as an honorable matter for the Federation.

For the matter involving the Gorn, we would like to know exactly what happened as well. Those warbirds were supposed to be recalled, not enter combat on the other side of Klingon space. We will conduct a full investigation of the crew when/if they return.

I wish for my council to talk with the Klingons, Gorn, and Romulans, and if the Tholians know anything about the matter, them as well.

The appointed commission makes the following informational request from the Gorn, Klingon's, Federation, Tholians and Romulans. Anyone else with evidence may feel free to present it per the instructions listed below.

1. Any and all physical evidence and other evidence you have on the matter at hand to be presented.
2. Logs of all ships movements from the Gorn, along with copies of all orders.
3. Access to all Gorn ships for particle testing to determine travel patterns.
4. Access to personel and DNA records of Gorn officers.
5. Senior Gorn commanders to come for questioning.

You have 24 hours from this time to let the group know what you are willing to provide. The final report will include a summary of what was received from who and a final opinion by the group. Any non-replies will be noted.

[reacts with evident disgust] These attacks were directed against civilian targets? [disgust and anger in voice] My Brother, we concur with your desire for justice. Combat should only be conducted between warriors, with honor. Clearly, this action was illegal in every sense of military law. However, rather than launching a war which will result in the deaths of many more men and women on both sides, we wish to aide you in your attempt to bring these cowards to justice. The idea that my own military would be involved in such a plan disgusts me. We request your co-operation with the Federation Panel in an effort to bring those truly responsible to justice.
