You have no right, nor any reason other than past hatred, to take control of the Romulan Empire. We have not made any hostile actions against any power in this section of space for the past fifteen years. The only hostile nation has been you. I have this statement from the praetor. "We will no longer deal with the Klingon Empire. Their dishonorable desire to rid the galaxy of us will not be tolerated. If they want to enter our space, so be it. All that will result is war. A war that will make us easy pickings for the Borg, or whoever else wants to destroy us all. I have tried to make peace with the Empire. At the risk of my own life, I agreed with them, and had cloaking technology removed from our space. I have intentionally kept our ship construction to the minimum required to police our space. And still, the Klingons want to be rid of us. They wouldn't care if it was an asteroid that drifted into their space, they will take any reason to eliminate us. They are no more honorable than the dead house of Duras.
We will not take any offensive action against the empire. We will only defend ourselves. I had hoped that false information, namely that a Romulan ship had crossed into Klingon space, would be seen for what it is. But, such is life and politics.
Even if war does break out, we will not, unless requested, break of trade agreements with any powers. We also leave our 100 warbirds in the hands of the wormhole commander, whomever they may be. Those ships will not be involved in any inter-power conflict. They are no longer under the authority of the Romulan Empire, but under the rule of the wormhole defense fleet.
