I'm sorry but you misunderstand.

You have no right, nor any reason other than past hatred, to take control of the Romulan Empire. We have not made any hostile actions against any power in this section of space for the past fifteen years. The only hostile nation has been you. I have this statement from the praetor. "We will no longer deal with the Klingon Empire. Their dishonorable desire to rid the galaxy of us will not be tolerated. If they want to enter our space, so be it. All that will result is war. A war that will make us easy pickings for the Borg, or whoever else wants to destroy us all. I have tried to make peace with the Empire. At the risk of my own life, I agreed with them, and had cloaking technology removed from our space. I have intentionally kept our ship construction to the minimum required to police our space. And still, the Klingons want to be rid of us. They wouldn't care if it was an asteroid that drifted into their space, they will take any reason to eliminate us. They are no more honorable than the dead house of Duras.
We will not take any offensive action against the empire. We will only defend ourselves. I had hoped that false information, namely that a Romulan ship had crossed into Klingon space, would be seen for what it is. But, such is life and politics.

Even if war does break out, we will not, unless requested, break of trade agreements with any powers. We also leave our 100 warbirds in the hands of the wormhole commander, whomever they may be. Those ships will not be involved in any inter-power conflict. They are no longer under the authority of the Romulan Empire, but under the rule of the wormhole defense fleet.

Well, that is his statement. I have been ordered to say no more; feel free to direct message the praetor if anyone has concerns about something that he can control.

Well, we of the Cardassian Union have already nominated the Federation as our choice for the commander of the wormhole fleet.

The Romulan Empire has no argument with the Federation controlling our donation of vessels.

"We feel it is imperative to add to our previous media statement. As far as we can tell, the vessel that attacked a Romulan outpost was not Klingon. I'm sure if the Klingon's had decided to attack, they would have done so without subterfuge, and without running. We apologize to all empires on not maintaining more control over this rumor.

We fear this act, and the start of the rumor, have been committed by an internal organization that wishes for a war. We are currently investigating this matter, and will provide updates when they become available."

The Federation will cast it's votes for itself as commander of the ABTF. My first act as Commander then will be to elect my two XO's. The Klingon Representative I shall appoint as my representative on the Delta Quadrant Side of the Wormhole, and I shall appoint the Cardassian representative as my XO on the Beta Quadrant Side.

The Klingon, Breen (when they arrive), Ferangi, and Gorn forces shall proceed through the wormhole, and operate primarily from the station located at the DQ terminus of the wormhole. The Federation, Romulan, Cardassian and Tholian forces shall remain on the BQ side and operate form the station located there.

The Federation has deliberated over the Klingon's findings and cannot disprove them. As the Klingons are our long-standing trusted allies, we take their word as truth in the matter of the Border crossing. We will honor our treaty with the Klingons if they wish us to.

The Klingon Empire is honored by the Federation's support. However this a matter between the Klingon and Romulan Empires and we will handle it as such.

As there is no other course, the Klingon Empire has now declared war upon the Romulan Star Empire. Their actions through the centuries have proven they cannot be trusted to continue building their strength.

It is at this time that we must regretfully pull out of all treaties signed in the past decades. The Klingons have forced our hand. We must put the safety of our citizens from the Klingons' bloodlust above all else. I apologize to all members. We never wanted this to happen. The Romulan Empire was going to be different. We thought we could change from our previous ways. Turns out change is impossible if not allowed by your neighbors.
There is one exception, we will not ask for a reapplication of the old Treaty of Algeron. The Federation can keep their well deserved cloaks.

The Klingons have crossed our borders, with intentions of attack. Their actions are based on lies, but that won't stop them. They would go to war over a tribble, they hate us so much.

We ask that the other nations not get involved in this crime. We have little chance as there is. By our estimates, we will be lucky to last five months.

To those we have trade agreements with: trading will continue until it becomes to risky for the other party or the deal is cancelled by the other party.
To those we have defense agreements with: please do not get involved. We will handle this ourselves, as hopeless as it is.

We wish this had not happened. We have been nothing but honest for the past fifteen years. We have bowed to the requests of other nations, even letting the Federation post men at our stations (whom we will be returning to prevent their harm). The Klingons simply cannot let go of the past. It is unfortunate.

As commander of the ABTF I take this time to make the following declaration:

All forces committed to the ABTF shall remain neutral. No wars or fighting shall reach the ships involved. If any of the ships are to return to their power to fight, this must be done properly with 6 months notice, and they are simply to leave the space, no shots fired. If any ships attempt to leave the Task Force or fight within the task force or otherwise violate the rules or neutrality they will be fired upon as if they themselves were a part of the threat we guard against.

Many of you have heard of the Piracy occurring in Cardassian space, as allies of the Cardassians, the Federation sent in a small force of ships to help take care of the problem.

In the last few weeks we have encountered and captured Breen ships pirating Cardassian trade on orders from the Central Command! This is an outrage! After all the talk the Breen have done about the Federation messing in others affairs, to find them pirating the trade between ourselves and a known ally. This is an act of WAR!

I believe I speak for both the Federation and the Cardassian Union when I say we will not stand for this! We demand that the cost of the ships and trade be repaid to the Cardassian Union, as well as punative damages! If the Breen refuse to make these payments we will have no other course of action than to go to war!

We are discussing the matter with the Federation. We had specific reasons for operating ships within Cardassian space, and will reveal those details to other powers as necessary.
