I wouldn't react too hastily sir. I doubt that they would try to cross your borders cloaked or not, especially if you could find them. Just because you received reports of it, does not mean it is true.

We apologize for the late reply to this mess. I have spent many resources confirming the location of my ships.
I was as surprised as you were to hear of Romulan ships crossing the border cloaked. Maybe even more so. To do so would require months or refit at a station with Federation observers, or so the agreement was.
Now, Every ship of the Romulan Star Empire is accounted for, at least of the military. Yes, some of those ships are near the Klingon border, but only as a defensive measure. We would be fools to do otherwise.
There is still the possibility of the rumor being partially correct. The ship or ships may have been civilian, in which case we request they be escorted back alive, and warned not to do something so stupid again. It may have been a Tal Shiar vessel. I'm sure if such is the case, you will do what is best. The other possibility is that pirates have captured a derelict and refitted it. If this is the case, I expect the ship to be destroyed. It will provide some fun for your crews.
If this rumor is false, then the perpetrator should be found, because such a falsity could cause war when tensions are high. I would hope this has not been done by any of the local governments. I am investigating to see if someone from within has started this. I hope this matter can be resolved quickly. And If the Klingons do find Romulan ships in there borders, I would like to be informed.

Any Romulan ship that the Empire finds will not be returned. Civilian or not, they will be destroyed on sight! Romulan ships crossing the border, fleets gathering across the neutral zone! This is an act of WAR and the Klingon Empire will treated it as such!

Every ship owned by the Romulan Star Empire is accounted for within OUR borders. We cannot control every other ship, whether it be foolish civilians or stupid pirates. We do not have enough vessels to cover every quarter-lightyear of space. Neither does the Federation, neither do YOU!
The build-up of ships along our borders are for defensive purposes only. They have been there for years and have only moved for servicing. They are not under any circumstances going to cross. Even in the case where YOU violate OUR borders with a war fleet, we will only go as far to defend ourselves. As it is, we are taking from out border fleets to help defend the wormhole. We have taken away our cloaks in consideration of your empire. However, if you send so much as one ship across our border, all treaties will be dissolved. We will recall our ships from the wormhole, and we will remove ourselves form galactic politics.

Our previous ambassador spoke too soon. We will not be backing out of any treaties, no matter how poorly we are treated, no matter what lies are believed.
We have not, since the rise of our current praetor, entered your space. We have not broken any agreements. We have bowed to your demands on cloaking devices. The Federation can testify, we do not operate cloaks anymore, not within nor without our empire.

As allies of the Klingon Empire, the Federation will agree to halt and to not pursue any trade or financial transaction with the Romulan Empire until this matter has been resolved. We will not, however, stop any ships trading with the RSE until such a time as the Klingons can provide more definitive proof of the treaty violations.
We will await the results of the Klingon's investigation for scrutiny by our scientists. I implore the Klingons to take their time with the investigation, and make sure they have sufficient conclusive evidence before taking any serious action.
I also wish to back the Romulan ambassadors claim, since the Romulans declared they would not use cloaking devises, none of their ships have left spacedock or any refit facility with their cloaking devices connected and available for use.

In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

I refuse to agree to this. For one reason, and one reason only, the last treaty you agreed to ,Klingons, meant nothing. Therefore we have no reason to agree to this one.

What more proof do you need! Ships, along the Romulan border passed through the neutral zone, into our space and then returned! Not just once, but multiple sighting of such actions!UFP
If the Federation believes it was anyone else. Then you shall have a copy of our reports, see for yourselves if you can say it was anyone OTHER then the Romulans!
