When is the next turn due by? I'll try to have mine in tonight, I'm working on using the operations page to set up science teams.
No trees were killed in transmission of this message. However, some electrons were mildly inconvenienced.

Friday. You submit econ and orders this turn but it is only 6 months long. Next turn is just military and diplomatic orders.

Ok. Let me make sure I've got this. This is the first six months of the year, so we are basically submitting budget and... what would be included in the orders this turn? Esp? Would science be part of the military next turn?

I didn't cancel the alliance, only the treaty we all just signed about arms and defense etc...

A point of order for the IC discussion. Anyone can lay claim to anything as their territory. Neutral territory is not the proper term to be used here. Disputed or unclaimed is the proper status here.

Neutral implies a specific, legal status for the region which as far as I know does not and did not exist. Such zones could certainly be created among the players, but unclaimed space is just that, unclaimed.

For the purpose of what is on the map think of it as something provided by a neutral institute (likely still within the Federation since they are the main source of free news in the galaxy due to their nature) and they recognize claims that are actively enforced. You are all free to claim whatever space you like. The Klingons can claim Romulus as part of their territory but unless you are prepared to enforce it at the point of a gun it is not so.

The map agency changed the map because the Federation is there and prepared to defend their claim and are actively improving the system.

But again there is an important distinction. Neutral territory implies an agreed upon legal status. The black regions of the map are simply unclaimed space (likely with low to no value systems or people would already have claimed it if there were some real value that close to their borders) through which ships can travel and you might occasionally find things. If you want to claim the whole lower right quadrant of the map feel free. If you actually take steps to enforce it then other powers will recognize it in time. If people march through there at will then what is to stop them from moving through your other borders since you don't defend the ones you claim?
