Due to the proximity of the Wormhole to all three powers, and the fact that the United Federation of Planets, Klingon Empire, and Gorn Hegemony all have a vested interest in keeping the wormhole clear from obstruction and secure to transit through, perhaps a treaty/conference to discuss a trilateral agreement on administration or defense (or both) could be called? The Tholians would be welcome as well if they wish to attend.

The Federation has claim to the system. The Gorn will patrol the Beta Quadrant region. The Klingon Empire will patrol the Delta Quadrant region.

No, you misunderstand...the Wormhole and it's security is still the matter of the Federation...we will patrol the Beta and Delta Quadrant ends...exceptions for added defense may be made if the powers wish, but only if the Federation feels that the added defense is necessary. My withdraw of the corridor was in no way shape or form an invitation for partial ownership of the system....

No, you misunderstand. This wormhole is not in Federation space. It is in fact rather far from the Federation and is located in neutral space. As the region in question is under the protection of the Klingon Defense Force and the Gorn Imperial Navy. It falls to us as well as the Federation to protect this wormhole. As anything coming through this wormhole will come after our peoples first, long before they threaten the Federation.

You have already specified that you recognize my claim to the wormhole and as such it IS federation space. your warships right to patrol that system come at MY discretion, just as if you were to patrol any other Federation World.

The Klingon Empire recognized the Federation's rights to be there. Which is the only reason you are still there. We have already informed you that we will not recognize any claim over neutral space.

You recognized my claim to the wormhole system, but not the corridor. I have rescinded my claim to the corridor, but not the wormhole system. If this is the point of the Federation, to twist words to their favor, then consider the system here and now blockaded. If the matter cannot be resolved then we will destroy the wormhole before allowing it threaten the stability of the galaxy. To many of our warriors died trying to protect the galaxy from the last wormhole the Federation held. We will not make the same mistake twice.
You may also consider the Klingon Empire withdrawn from the Terrados Accords. If the Federation intends to do as it pleases, regardless of those around them. The Klingon Empire will do the same.

What the Klingons say makes sense. How can they trust their security to the Federation, when the majority of Federation ships are spread out across thousands of lightyears.
I know that if there was a wormhole on the far side of our space, we could not reasonably trust anyone to keep it secure.
However, as I'm sure the Klingons will agree, we have no say in the matter as the wormhole in question is far from our borders.

The Wormhole was found in Neutral Space By a Federation Vessel with no civilization of any kind in the system, by all rights and precedents the wormhole belongs to the Federation.
At no point did I demand the Klingon's rely solely on my protection, I did in fact state that I would be willing to compromise and include security forces from nearby nations, however they would be there at MY request, and while there would be subject to my laws.

As you have not pretended to this point that you have rights over the matter. We see no reason you should not lend advice!
