I wouldn't say everyone outclasses the Feds - we've seen very little in the way of decent ground forces from anyone. The Jem'Hadar, while usually compenent, dropped the ball abysmally at AR-558, and the Klingons are notorious for their tendency to abandon anything resembling military competence once they're within sight of their objective. Only the Cardassians, with multiple canon mentions of armoured vehicles, seem to have anything that could reasonably described as an army.

Well, we've only heard of the one Cardassia-Earth war, not counting the Dominion war, so it would still be correct.

I get the feeling that the ineffective response was a distance+bureaucracy kind of equation.

Here, watch this: a Federation government has been elected on a platform of peace, prosperity, and a philosophy that it is unnecessary to wage war. C'mon, that kind of thing could make a good showing in the UFP. Anyway, they didn't win by much, or it's a minority government, so they're in a precarious position. Here come the Cardies making trouble, what's the most attractive option for them? Ending the conflict, with words, as soon as possible to show the strength of the statesmanship they were elected for.

Of course, we have little to no idea what the political structure of the UFP looks like.

But it seems to be that every UFP council we've seen (or whose influence has been felt) has tended in similar directions.

That's true, but I think the Cardassian situation is the greatest Danegeld we've ever seen the UFP pay.
