Just an FYI. What I am calling the "Janes Intergalactic Navies" guide is up in the news post. Check it out if you want to get an idea where you stand. Just beware, information is only as good as the open sources it could be gathered from as far as the sim goes.

Anyways, the conference has started. This guy will be much more willing to concede an argument. He also is the Praetor's aid, so has direct knowledge of the Praetor's thoughts... well, some of them.

Just an FYI on things to think about for the turn following this second 5 year turn.
1. You might consider if you want to preparing some sort of tactical manual/directives for your fleet. If you have specific plans to use certain ships to screen others or you have specific tactical patters you want followed and accounted for I need to know up front.
2. Use this last 5 year turn wisely. You can basically redeploy your forces however you want during this timeframe. After this movement rules will be strictly enforced in the shorter turns so if you are caught out of position or have delayed putting units where they need to go do it now. If someone rolls across an undefended border in the following turn don't come crying to me.

Big question, can the Breen EDW kill our ships, or is it still useless as of the end of DS9?

Technically speaking (and with no authority) the EDW would be useless against you, me and Deep because we've all modulated our systems, however it would still work against say the Cardassians, Ferangi, Gorn, and Tholians. They could also get it to work with more R&D on the weapon to change the way it strikes or the quantum filiment in the Shrodinger by passer whatever.

The UFP and RSE have shielding against it that I know of. Klingon ships are immune by design. So unless you're in a Klingon ship or have UFP or RSE shield tech, you're S.O.L.

So which minor powers are attending this conference? I know the Gorn and Ferengi are, are the Tholians/Breen/Cardassians?

I'm not sure....they weren't at the first conference so....
The Tholians I doubt are present (simply because Piman is having a hard time getting online right now). As for the Cardassians/Breen idk.
