The Klingon Empire has no intention of just giving up a vital combat advantage. Even more seeing how well it served to protect our Quadrant during the War with the Dominion. The future stability will come with force of arms, not peace talks.

We will not give up the use of cloaking devices. They are key to our maintaining peace in our empire.
Part of stability would be arming ourselves at the same rate. I hate to say this, but the best peace would be maintained if the Federation, Klingon Empire, and Romulan Empire were all equal in strength. That way, we could not wage war with another without the support of the other. And as we cannot get along in such a manner, war could be averted.
That said, I believe that such action is impossible, by the nature of our empires.

Peace through arms was once a common belief on my planet as well. We stockpiled nuclear weapons as an attempt to show that we can't be hit. The problem with a weapon is that it's only good for hitting. Eventually War came and then all that power we had built up lead to even greater losses, over 600 million people died.
Now then we don't have to ban the technology, but a limit may be appropriate. Only so many ships may deploy cloaks, or only in a certain area of space.

Of course the Romulans would like to downsize arms. Seeing they have so little to work with as is. However the Klingon Empire as no reason to trust the Romulan Empire, seeing they couldn't keep their honor if they tried.

We have already agreed to not use cloaks outside of our own space.
After the losses in the war with the Dominion, we have... lost the will to fight. At this point, the only battles will be in our own defense.

The Klingon Empire moves that the Romulans should be removed of cloaking devices altogether. Given their last few years have shown they can't be trusted with such abilities.

I think that all of you should pay us to not use cloaking devices. Or we'll give them up altogether for a hefty sum...

We are not going to pay anyone not to use cloak.
The cloaking device is the only thing that keeps the Klingon Empire from wiping us out. Not even that would restrain them if things stay the way they are.
Also, if you are referring to the actions of the late Shinzon, then you have shot down your own argument. Shinzon was not Romulan. He was human. His actions were not motivated by the interests of our empire, but his own desire for revenge.
At a loss to us, we aided against the Dominion. I would hope that our actions then would speak louder than the actions of one mindless human.

Shinzon was a clone... Part of nothing then another foul trick of the Romulan Empire to destroy the Federation. Without cloak his ship would have been easily found and destroyed! With the Dominion War. How long did you wait to join?! Mere moments before the Dominion struck you in first strike which would have left you at the mercy of their Breen Allies! Even then you could barely bring yourselves to the fight.

Shinzon was under a different administration. He was cloned at a time when we were planning on taking over the Federation. Now, we wouldn't even consider it.
As I recall, the Klingon Empire was bent on destroying the Federation at one point, and may have had an unfortunate accident at Praxis not slowed you down.
You only want to force us to remove the cloaks so you can walk all over us. Then, you could easily build an assault against the Federation. You can be trusted no more than we.

Our time of war with the Federation ended with our debt to them for the Battle of Narendra III. The same battle to which the Romulan Star Empire broke its alliance with the Klingon Empire in a CLOAKED assault! We have died with them, they with us. Their honor in battle is beyond question! Yours is stained like the pants of a Ferengi!
Besides this all... We don't need to remove your cloaks to defeat you in battle. Should the Empire wish it, Romulus would be a burning cinder in the black of space! You're having cloaks wouldn't change this outcome.

We are not going to arbitrarily take cloaks away from any one power. And no We are not going to pay for the right to use a technology we have developed.
Now if anyone has any ideas on how we can successfully limit the use of cloaking technology that would be great...

One possibility. I remember an incident a few Preators ago. A Commander Sela wanted to send Romulan ships to assist the supporters of Duras in a Klingon civil war. Some sort of tachyon detection grid was put up. Perhaps something like that would be possible, using buoys instead of ships.
