I think that's a bit mary-sue-ish, isn't it? Adeptus Arbites don't routinely use things like servo-skulls, much less local enforcement.

I'd be surprised if they didn't have something. It doesn't have to be a servo-skull exactly. And how is it Mary-Sue-ish? Phebia is a Sororitas, the whole principle of her arrival is to come in like a nun out of hell and scare the shit out anyone and everyone. Making demands, even somewhat unreasonable ones, are part of the schtick.

The planets only settlement contains over three million people and is responsible for supplying a good part of the sector with seafood, so yeah; high tech world.

It doesn't have to be a servo-skull, Gundrun had messenger drones, you could alter an auspex or shove a pheromone sensor into something else (vox, etc).

I'm pretty sure Haxta will be able to let Phebia know where we end up. She has a vox wired into her brain, she can interface directly with data ports, and if we can get her an auspex, she can make sure there's nothing around to detect her sending any signals, whether it's open air or over a hard line.

Also, Haxta is going to be taking a look around the ship, checking out the engines and such. Tech-use roll of 7 against 50. How's our ride look, from a mechanical stand-point?
