The captain of a ship doesn't get to choose which foreigners, if any, are assigned to his ship under a liaison or exchange programme - that's a decision for the Admiralty, if not the government.

Regardless all that, would have been interesting having Shran as a regular in ENT, particularly as member of the crew; they could have given a similar treatment to Worf in TNG. Now, there is the problem of Shran being a comanding officer in his own fleet, so why go with Enterprise and became a subordinate in a human vessel.

Shran often had to report back to the Imperial guard, so I think the Andorian military might be quite...aware of his actions, and I REALLY doubt they would like one of their top men leaving.

I would send Trip or any of the other senior officers to work on one of the Andorian ships.

For all intents and purposes, Shran was a high up commander. I would equate him far more to Sisko or Picard. I don't really see the point of sending a highly regarded, starship commander to a permanent post as a subordinate officer on a ship belonging to a party that isn't exactly my closest friend. I would say relations were "cool" at best.
