Memory Alpha doesnt say they do, which I suppose doesnt mean they dont... but we have to assume they dont.

PLus, smaller shuttles and frigates would "Probably" have a better chance of evading the defense fire. We all know that starfleets aiming ability leaves a lot to be desired, after all.

So with suprise, planning, luck, and the EDW I could see them making to to Earth and doing the very minor damage we saw.

Given that they did less damage than a typical WW2 era bomber raid, I think it's safe to say the Breen fleet was defeated. Granted, that they were able to get to Earth without being intercepted is itself a major problem, but it seems Earth isn't totaly defenceless.

The point, though, is that an enemy fleet - no matter how small or eventually unsuccesful - was able to attack the seat of the UFP. That's completely unpardonable.

Wait, not saying this ever has happened, I don't believe it has, but say this situation comes up:
Three Klingon BOPs in the Neutral zone. They all go to warp, and cloak (is it possible to cloak while at warp). They then drop out of warp around earth. They decloak, get three shots off each towards earth causing very little damage, and then are blown sky-high by the defense fleet.
Would that be pardoned, due to the fact that it was a surprise attack that they couldn't even see before they fired.

I wouldn't see that as such an egregious offense, unless there has been some stated huge advancement in sensor-net tech or something that would allow for a standing system of detecting cloaked ships.

The Federation needs a specialty sensor net to detect the Romulans. Since they were at peace with the Breen and the Breen had never been a threat they wouldnt have a similar net set up on that boarder.

I thought that ST ships couldn't use Warp inside of star systems? Ships always seem to slow down then at a pace enter the solar system. That would mean that even if the Breen did cross the border unseen. Make it to Sol unseen. They'd still have to come out of warp and pass all those stations in Sol unseen to get a single shot off at earth.

If the Breen were willing to forego safety to preserve the element of surprise, I suppose they could warp trhough the system to Earth.

It states that the attack was consistent with that of a cloaked ship. Once the Romulans and Klingons were discounted the Breen were immediately brought up, and the attack was stated to be consistent with their technology. Ergo the Breen have cloaks.

Ergo, they have nothing and were more likely brought up because they were in that area. Just as your own quote says and not because of a cloak.
