He did - the team set up the mechanical transport blockers, then they found the magic transporter-blocking rocks in the caves. The Son'a were forced to send their little RC helicopters to tag individuals... which is yet another example of a situation in which a planetside presence was needed.

At least some Fed ships (like Data's scout) seem to be integrally equipped with them. Of course, this was completely forgotten for Nemesis so Riker and the Orc could have their punch-up.

I'd have had a few of the drones used to destroy the transporter jammers. None of this random tagging, just scan for energy signatures, take out the transporter jammers ahead of the party, and wait.

Possible methods the Son'A could have used the drones to take out the transporter jammer towers:
1) Run into them and explode
2) give them a phaser and shoot the tower
3) use a couple of them for triangulation, and drop (large) rocks over the towers from outside their range

Other options could have included beaming sleep gas over the transporter towers, putting the whole group to sleep. Data would still be awake, but he can't carry everyone.

Ummm... OK, not sure where that came from or what the connection was... but it's a further example of the need for local, on-site offensive force projection rather than just relying on orbital or super-orbital support.
