Wow... This thread has certainly gone off topic. It's like...in a completely different Universe now.
On the original topic... I was wondering about this, too. I'm guessing it was adopted by a crewmember.

Interstingly enough, Kazons were meant as comments on gangs in LA when Voyager started. i suppose those gangs were indeed a bunch of boneheads, as they are depicted accordingly as well.

Actually yes. They intended it to be a little more TNG-like than DS9 with more one-episode stories than the arcs of DS9. It was supposed to get back to the exploration theme.
