She was clearly wronged by McDonalds, they took her money and wouldn't give her what she purchased. She had every right to complain to the authorities, she just went about it the wrong way.

Calling 911 three times thinking that an absence of McNuggets is an emergency is just plain stupid.

Besides that they were willing to give her more food than what she paid for, a suitable compensation considering they believed they couldn't refund her money.

I'd like to know why the operators were so nice about it. It's an EMERGENCY number, not an " I didn't get my chicken nuggets" number. It's her responsibility to know the non-emergency police number; she could have called 411 for it if the issue was SO important. Seriously, if she's so strapped for cash that a 10-piece mcnuggets meal was an emergency for her, she shouldn't have been eating out at all; there's a magical place called the grocery store where you can feed a family for the price of those fucking nuggets.
