As for the 150 figure Picard simply referred to them as "planets" and I remember both Sisko and Janeway talking about "over 100 worlds" in Federation. There was no mention of those planets being homeworlds.

Also are colonies owned directly by "Federal Government" or by individual "homeworlds"? If they are owned by individual homeworlds then how is the ownership of each new potential colony determined if it's discovered by a Federation ship?
Kirk told Cochrane in "Metamorphosis" that "we're on a thousand planets and spreading out". So either one of them is lying/mistaken (no reason for this to be the case), the Federation has shrunk drastically in the century since then (possible, I suppose, but highly unlikely), or the "150" refers to a sub-category of Federation worlds - presumably full members. Given the overwhelming prevalence of mono-species empires in Trek, it's a reasonable assumption that "member" and "species" can be considered synonymous.

These quote from Picard can only be used to detrmine the maximum size of the federation. Kinda like a flatten ball with a diameter of 4000ly and a hight of 500ly.

We know there are static borders with the Klingons, Romulans, Cardasians, Sheliak there was also a colony destroyed by the Gorn, indicating some kind of border,... So there is basicly some kind of devision of space and that there must be some big solid piece of federation.

Lets try a differen example. Take the USA. What if they decide that all of the ocean among Alaska, Hawaii and California becomes theres. How much of the planet surface will they have.

That is the best example how we should look at the federation. Each island representing a system and the sea among the islands representing the space. Of course here on Earth we have international waters that start at some distance from the coast, but in Trek we have never heard of anything like that.

All true; but it only stands to reason that the space between Earth and Vulcan, for example, is considered "Federation" space.
