It's more a prank than a joke. The idea is to make people think it's a link to something else, get their hopes up, and then it turns out to be a Rick Roll. Like if I posted a link saying "Wow, look! The first fifteen minutes of Star Trek XI are online! It's AWESOME!" and then you click on the link and it's Rick Astley singing an old song.

I read that Astley himself is rather bemused by the whole thing, but does appreciate the extra royalties it's generated.
