I know it's noncanon, but in the SCE novels, they joined up with 'The Feds' and one of the USS da Vinci's security guys is an Iotian, name of Makk Vinx.

I'd say it's more something like the fact that the planet is within their borders if not an actual member. "We have the planet, they have the technology" could actually mean, "the planet is within our sphere of influence/territorial borders, so they need our permission to access it." I'm curious. Say the Federation encounters the "dipshits". The Dipshit system is either a prewarp civilization or wants to be left alone. Does the Fed just expand around it, enclosing it in a bubble? Or if it's prewarp, do they just "assume" that once the Dipshits invent FTL, that they'll want to join?
