It was presented as a highly prestigious assignment in the ep where he was offered it. So much so that Remmick's heavy vetting was thought appropriate.

Working at the academy or HQ seems to be one of the most sort after jobs there is.

Well the Academy one is pretty obvious why it would be but working at a HQ tends to get you noticed and provided you're not a frag up: promoted. I thought the heavy vetting was done at the Admirals request, to make sure that Picard hadn't been compromised by the percieved conspiracy (which later turned out to be the parasite threat). Anyway, I don't think it's inconceivable that he did more than one job in 10 years! Considering how much he liked been out there and exploring (especially when turning down the promotion to admiral - "I'm no politician"), I think it's possible he did some HQ work and captained a top ship before been offered the E-D.

I didn't realize that 10 years lapsed between his loss of Stargazer and getting the E-D. We've heard nothing AT ALL about any intervening length of time. Where was this info from again?

Picard, in addition to being an excellent diplomat, was supposed to be a valued tactician as well - "the Picard Maneuver," etc. I don't see SF taking him out of the comm chair for a full decade. I have to say I think Thorin makes the most sense in saying that he probably did a few different things, possible including a stint at HQ as well as a different command.
