Maybe he's employed some sort of mannequin stand in for the more tedious shots while he's off doing something more interesting off shot.

Funny you should ask because this Borg was very upset that there was no key ring for his designation. Looking through the rack for him, the only one that I found that came close had 'Hugh' on it

Better to be a "2' tall, shaggy flightless bird", than a "2' tall, flighty shaggless bird", although being only 2" it does seem the more likely option.
