Designed on Vulcan in the late 23rd century, the water tractor was to be employed on any Federation planet which contained large bodies of water. It was designed to fulfill a variety of roles, capable of performing more or less any of the functions of a land based tractor, but in a far more moist environment. Typical duties included ploughing and harvesting waterborne crops.
Development of the water tractor proved difficult, given the lack of bodies of open water on Vulcan. Water had to be shipped in from Earth to full large purpose built tanks, which prompted some to wonder if Vulcan was the best possible place to develop such a craft. Undeterred by this admittedly logical argument, the Vulcans pressed ahead with the tractor design and by 2374 the first water tractors were entering production, with deliveries to Federation colony worlds later that year.
The colonists were somewhat less than accepting of the water tractor. As one colony leader put it, "you can't actually grow crops in the water, you know. When the water tractors arrived we tried, just to be sure. We thought maybe it was some new advance or something. But the seeds just floated off. And besides, we all replicate food in this century anyway so what's the point really?"
Undeterred by what one official called "minor quibbles with colonists who obviously fail to see the potential of the design", the Federation pushed the water tractor facilities into full scale production. By 2376 every colony had at least several water tractors, and the more populated worlds had hundreds. During the Dominion war production reached its peak, with several hundred water tractors being produced per week. Whilst critics did suggest that the resources might be better spent on building more starships, the Federation remained undeterred. "I'm sure the water tractor must have some sort of military application," one bureaucrat said. "I don't think I've ever seen a Jem'Hadar swim, have you? And besides, Founders are liquid. Maybe we can drive one of these over the great link or something, I think that would be an important military achievement."
