Well, we KNOW that somewhere between season 4 of TNG and Season 6 they assimilated someone with that transwarp corridor tech. So, it's not a long shot to believe that they enhanced their assimilation abilities.

I think the nanites did the initial work.........but the main cybernetic components are added later (i.e. Lt. Hawk)
