If the Specs that they gave for the ship were actually used (52 Disruptors for example) I would say the Scimitar would likely win though it would be a hard fight.

It's nothing special when compared to the uberness with which the characters treated it. Taken on its own it's still a very capable ship.

Correct. It's shields seem strong enough to hold off the enemy fire long enough for it to gain the upper hand in battle (the Noraxeans were pretty crap). While the shields would have failed eventualy, they would still have won.

When the Enterprise was at warp and the and had it's warp drive knocked out they had not reason to have their shield up. At this point they did not know, or had any indication that the Scimitar could fire while cloaked. Plus since energy based weapons (phasers, Disruptors) have never been known to fire at warp speed, the opening shots could very well have been torpedoes. Through out the battle the torpedoes and disruptors look very similar.
I don't think Picard realized or knew about the cloud. It's not like he go to Romulus and back very often. The cloud could also explain how the Scimitar caught up to the the Enterprise. I'm sure the Enterprise would slow to a lower warp before going in to the cloud.
I don't see how you can compare Worf's performance with Sulu's. Sulu's did do a great job, but he was firing on a target that fro the most part was moving slowly, and he could see. Even without a lock a visual gave him some idea of were to aim. Worf was firing blind, but still managed to find the Scimitar a number of time. Yes, he did miss with some torpedoes but he was trying to guess by how the phasers hit which way the Scimitar was moving and how much of a lead to give it.
As for the Scimitars maneuverability, we really never see it. We catch glimpses of the ship moving in pretty much a straight line at high speeds but it seemed to take a good amount of time between each pass of the Enterprise.
One thing we know from Klingon ship's like the Negh'var is to make a more powerful disruptor it needs to be larger. For a ship of the Scimitars size I would say the disruptors would individually have to be relatively small and not that powerful. This make sence if we factor in that the Scimitar was build around the radiation weapon, and Shenzon most likely did not have access to to many state of the art components. We see disruptor fire coming from just a few points on the ship, each of these point could be a group of disruptors giving the appearance of single weapons points. Since that the Enterprise probably carried at least 250 torpedoes and we don't see anywhere near that many fired we know we don't see a lot of the battle, so I doubt that Scimitar knocked out the Warbirds with just the shots we see, nor did it knock down the Enterprises shields with just the shots that were shown.
The strength of the Scimitars shields can be explained a few ways. If you have ever fired a 9 mm at a old car (redneck yes) you would know that the bullets go through the metal pretty easy when shot straight on. When they hit an an angle they will ricochet, even hitting a car window at an angle will cause the bullet to bounce off. The enterprise was firing blind and a lot of its shot probably hit at angles that did not do as much damage as if they would have hit dead on. It was also stated that the Scimitar had secondary shields. At the end of the battle the 70% shields could vary well have been the backups, meaning that the Enterprise had taken down the primary shields.
As for whether the Scimitar was holding back or not, at the beginning It might have been, but when it found that the Enterprises shields were holding I see no point why it would hold back anything until the Enterprises shields were completely down and they then could start picking off ship systems, or beam Picard off the ship. The hit that opened up a hole on the bridge could have been a shot that got through unexpected failing shield.
All in all I think that the Scimitar was a very tough ship when the whole package is added together. That away the cloak and I think the Enterprise pounds it.
