I was thinking along the same lines. It would be more unsderstanable if the current Tact officer failed or something. Or maybe he served under Worf and asked for his help when he came back out of respect but we never see it, its just assumed he will do it with no reference to the regular guy what so ever...

I guess it would make sense also if Picard had never found anyone in the seven years to replace Worf after he had served with Picard for seven years, and only felt comfortable with him. However, it is the Federation flagship, and you know only the best of the best of Starfleet, however much that is saying, would be accepted aboard the E-E, so there had to be someone comparable to Worf to take his place at Tactical

Agreed. Even if the dept. head were incapacitated, the 2iC of the department should take over, not a visiting dignitary.

If it were me, I'd take Picard's continously shoving Worf into Tac in place of me as a pretty major sign that he doesn't give a shit about me. In which case I'd try getting a transfer to a ship where they might appreciate me a bit more.

Actually, assuming the bit about Worf rejoining the crew on a permanent basis is accurate, the only time the regular tactical officer got pushed aside for him was for a few minutes in FC. For most of FC he was either leading one of several security teams, on the bridge, or going outside. The first also involved Picard and Data, so a significant proportion of the crew was probably involved, and the latter two left the regular security bod in charge of defending the ship.
In Insurrection he went on Picard's jaunt to get Data back, and then went on the unofficial expedition to the planet's surface. Again, neither of these intruded on the regular security chief's duties.

I think you've answered your own query there - he supplied the coordinates for the fleet to fire on to Data. Worf would, presumably, have recieved and entered the coordinates for the E-E herself.

Givin Worf notoriously bad aim with hand phasers, I'm not sure I'd completely trust him with my ships weapons.
